Our treaty relations with China are guch that the United States govern- ment is bound to protect the subjects of that empire in their lives and property. Owing to the strength of popular sentiment against tie Chinese, which Senator Jones has described with appalling frankness, let us say that the lez- islature does not care to call upon the federal authorities for aid, but makes a futile effort to suppress the riot by the inefficient means at its command. Then China detnands of the United States an indemnity. In what astrange Position is our government placed! It could not conduct any diplomatic negotiations with China without accepting the responsibility of Preventing or repairing the violent acts of its citizens indiscriminately, yet it could not raise an arm to defend a Chinaman assaulted within the Jurisdiction of a state without violat- ing the right of self-government guaranteed to that state by the constitution. It was pow- erless to forestall such a condition of things by Fequiring an agreement between the states severally and the Chinese Empire, becanse the constitution denies to the states the treaty- making power. In short, it was not guilty of any affirmative wrongdoing or of any neglee of duty, and yet its treasury must be muleted for damages. Probably no government has ever existed in which a similar joinder of re- sponsibility and irresponsibility appeared. ———— The Knights of Labor ot the three district assembiles concerned in the strike on the Mis- sourt Pacific railway have issued an address to the workingmen of the world, declaring that the power of May Gould must be broken. Their Statement of grievances is stirring, and must awaken sympathy; but with this sentiment he coupled « strong feeling of regret that the first act of the Knights was pot a demand for the arbitration of their differences with the company, instead of a strike in behalt of re- dress.
