WASHI ATURDAY CROSBY S. NOYES. . ‘The Evening that ef any other daily paper pw ‘The Ciren Mancu 20. Mancn 22. Maxcu 23. 5,533 148,443 DAILY AVERAGE ....ccceserccweeeerees 24,710 $e ‘The meeting of citizens last evening, held for the purpose of considering the question of pub- He school management, pronounced very em™ phatically against the change which the Di: trict Commissioners have undertaken to make fn the mode of governing the public schools of the District. It was asserted betore the Dis- trict committees of Congress that the citizens who appeared at the Capitol to urge a restora- tion, by means of a law unmistakeable in its terms, of the system of school government, ‘which the Commissioners have arbitrarily set aside, had no authority to represent the peo- pleof the District. Last evening this commit- tee received anew commission directly from the people, and their character, as representa- tives, can no longer be questioned. The utter- ances at last night's meeting show that those who are most deeply concerned in the welfare of the public schools, the citizen's of the Dis- trlet, approve the methods of management, which have brought the District schools up to their present excellence. Though the Cominis- sioners may continue to tusist upon their scheme, they must do so in the full knowledge that their course is generally disapproved by ‘the people whose interests they are supposed to represent, 7. Mr. Edmunds has carried his point aftera hard strugele. He has induced the Senate to adopt ail the resozutions reported by the judic- lary committee, and without amendment. There was very close call on the resolution threatening the non-confirmation of future nominations, but it was passed by a majority ofone. Mr. Edmunds’ sudden anxiety to force @ vote is now explained. Had he allowed the debate to continue till the new Senator from Cal- {fornia reacuea Washington, this crucial test would have failed, for the Senate would have been tied. —$<$<$<———__ Grand Master Workman Powderly offers to Tesiga his office at the head ot the Knights of Labor if another man can be found who will better represent the sentiments and wishes of the majority of that order. His circular letter conveying the offer is in itself a sufficing argu- ment in favor of his retention in his present place. Its tone is admirable, its logic cannot be overthrown. All he urges is the exhaustion ©f every other means before extreme ones are resorted to. Strikes and boycotts are to be avoided—not thrown wholly out of the cata- logue of measures of redress. There is a valid distinction to be observed here. It does not follow that war between nations is never to be ‘waged again because the civilized world has be- come @ unit in its preference for arbitration. Mr. Powderly recognizes what less experienced men are apt to ignore—the danger of frittering away oue’s strength on trifles. Wise men whether they live by the toll of their hands or of their heads, bear patiently with small ills and husband their energies for the abatement Of great ones. Wise associations are governed by # similar rule. <> _ Senator Van Wyck deserves the thanks of a humbug-hating public for his sturdy fight in favor of open executive sessions. The list of Senators committed to this reform is daily growing longer. Mr. Van Wyck mustered nearly the entire democratic strength of the Senate last evening in support of his proposal 4n its most sweeping form; and it was signifi- cant, to say the least, that two Senators as con- spieuous as Mr. Platt, of Connecticut, and Mr. Logan, of Illinois, should have felt the need of Offering an excuse for not coming to his assist- ance then and there, when other and foreign issues were mixed with the one under consid- eration. ——— + = ___ O'Donovan Rossa has been freeing his mind again in an interview about the patriot cause in Ireland. He omitted the issue of his paper ‘this week because he would not say anything 4a favor of Mr. Parnell, and he could not say anything in disparagement of that gentleman without giving offense to a large number of subscribers. The next issue will make up forthe default, probably, by the vigor of its contents. At ailevents, he says that it will contain this Passage: “God heip the Irish! "Tis they're the easily led, poor, simple, trusting, bones minded people.” Very true, Mr. Rossa, as. re- gards their trustfulness and their honesty of mind; but, when it comes to their being “easily led”—ah, Mr. Rossa, pray how do you know? $$ 9 The death of the Russian Mujik Kajusurow from the effects of the bi nothing as a proof of the method in general.
