NOYES. ‘The Evening Star bas a regular. permanent beua fide daily circulation more than treble that of any other daily paper published tn Washington, and equal te that of all the ether daily papers here added together. It ts difficult for the ordinary mind to con- ceive what purpose in the direction of either utility or beauty ean be served by passing the Dill, introduced in the House by Representa- tive Springer on the 16th instant, which pro- poses to open a wide straight street “from the center of the Capitol building to the center of the Washington Monument,” through the at- tractive park which now happily separates those structures. Such a roadway cannot be intended to accommodate travel, for there is little travel to be accommodated,and what there is ean be more fitly served by the more appro- priate serpentine drives now laid out through the grounds; and so far as appearances are to be taken into account,—and they should by no means be left out of view,—the proposed nue would be a distinct blemish, instead of an added attraction. ‘The theory upon which broad straight road- ays are laid out and constructed is to facili- tate communication between two popuious or strategetically important points, or to accom- modate the population living along its line. Neither of thes» conditions exist In the present case. The proposed street, if authorized and completed, would simply connect two splendid architectural structures, neither of which houses any inhabitants, and it would accom- modate no population living along its line, for there is none. The proposition must therefore be considered purely in its ornamental aspects. Upon this point argument is of course useless. If there be those who think that astraight road- way as wide as Pennsylvania avenue cut through the present beautiful grounds woulda be any improvement, they are entitled to their opinion, and may well be regarded as beyond the influence of any reasons which might be advan- ced against their view. It may be urged against the measure, however, that it would devastate the artistically designed plan of the grounds, prepared and carried out with somuch care and snecess by Mr. A. J. Downing, the eminent landseape engineer, and involve the total de- struction of many rare and beautiful trees, now nearly a third of a century old. These things ure among the chief glories of the national cap- ital, and should be jealously preserved. The money necessary to carry out any so-called im- provement that would result in their injury even in the slightest degree had better be thrown into the Potdmac, where, if it could do no good, it would at least do no harm. a Those members of the two houses of Congress who regard themselves as looking aiter the in- | terests of the people of Washington in the mat- ter of the city gas supply should not content themselves with legislating upon the price of that article only. The quality of the so-called illuminating agency should also be taken into account. This is a point tnat needs regulating even more than the matterof cost to con- sumers, much as that feature demands atten- tion. If the price be reduced without a pro- tecting clause as to quality, such as is sug- gested, the gas company will furnish a still Worse article of gas than the miserable stuif now supplied, and go on making as much money as ever, while the public will be the losers instead of gainers by Congressional in- terposition. What Congress ought todo in the Premises is to pass as stringent a law as can be framed prohibiting the gas company from using naphtha, or any other substance than a first-class article of coal, in the manufacture of gas, thus compelling it to supply a purer and better article than its present disgraceful out- put Then, when that is secured, require the Price tc be reduced so.as to pay a fair interest on the actual—not watered-stock—of the com- pany, and there will be no need of chartering ‘@new concern, nominally to compete with the Present monopoly, but really to be bought off by orconsolidated with the existing corpora- tion, as may be most to its profit. This is the simplest and surest solution of the whole prob- Jem. Congress has full power to make these Yequirements whenever it wants to, and it Owes it alike to the people of Washington and to the general government, which is also a Jarge consumer of gas, to take action to these ends without delay. Talk about new com- panies is all very well, for buncombe, but a bref law of @ single section requiring the Present company to furnish better and cheaper gas will be in the nature of business. ee ‘Noone will find fault with the District Com- missioners for guarding their prerogatives against encroachment; but it may be ques- tioned whether their methods are always wise. Their proposal, for example, that they be granted general supervision of the codification Of the District laws, 1s the suggestion of a change of words rather than of ideas. No com- mittee of Congress would undertake such a task ‘without taking the Commissioners into con- stant consultation. It is simply, therefore, a question whether Congress shail do the work with the assistance of the Commissioners, or the Commissioners do the work with the assist- ance of Congress. In the end, Congress must Pass upon the whole subject. A majority of the members of the District committee of the ‘House, and all but one member of the District committee of the Senate, have been educated in the law, and hence are presumptively as well qualified as the Commissioners—one mili- tary officer, one merchant and one lawyer,—to manage the details of codification. Is it worth While, then, for the Commissioners to delay a work which seems to be so sorely needed, for the sake ofrevising the terms, and not the sub- stance, of the act under which the work is to be done? —____» -=__ Representative Bexch’s plan to confine the @elivery of eulogies of deceased members to Special Sunday sessions has been generally | commended. It is satisfactory to note that he | does not intend to let his proposed amendment Ww the rules die and be buried in silence any | more than the Congressmen of whose obituaries | Attreats. Ashe introduced it at the beginning Of the session, it was a short and modest docu- | ment, and attracted little attention from the committee or anyboay else. As he brought it forth on Monday, refreshed and invigorated, its Preamble was expanded to dimensions which made it almost unrecognizable. The reason for the expansion is easy to discover. In the briet term since the first introduction of the resolu- ton, the house has given up four or five of its working days to testify its respect for the mem- ory of men who have died in the service of their country. This is all wrong. It is contrary to the wishes which these men undoubtedly would have expressed could they have been consulted on the subject.
