The course of the House committee on elec- tions yesterday In voting by # considerable ma- Jority to sustain the election of Mr. Romeis, of ‘Ohio, and dismiss Mr. Hurd’s contesting claim is probably significant of the temper of the House generally ona question very far removed from a mere race for office. If the democratic majority of the committee had been particu- larly anxious, for party reasons, to seat Mr. | Hurd it would not have been difficult to do so. | New ‘The total poll in the Toledo district at the last Congressional election was about thirty-five thousand. Mr. Romeiselaims a plurality of less than two hundred and fifty votes. In so close a contest it would probably have been easy to find reasons which would pass muster with the majority of a House in favor of seating a candi- date who fs in politicalsympathy with thatma- jority. But Mr. Hurd has been for years one of the leaders of the free-trade wing of his party. Mr. Romels is an equally stout protectionist. ‘To seat Mr. Hurd in Mr. Romeis’ place would be to reduce the strength of the protectionists by one and inerease the strength of the free- traders by one, which would be equivalent to adding two votes to the free-trade side on any tariff issue. The committee on elections ts be- lieved to represent very fairly the various shades of opinion within the two parties, as well as the ratio of territorial distribution in the House at large. If there be anything more in the vote of the committee, therefore, than meets the eye there cannot be much encourage- ment in it for the tariff reformers, —<— ‘The correspondence between Vice President Hoxie and Grand Master Powderly is not of the sort which usually portends the friendly adjustment of matters in controversy. Mr. Powderly’s message, which is commendably temperate In tone, contains a suggestion of what Is doubtless at the bottom of the whole trouble—the impositions practised by subordi- nate officers on the workmen employed on the Gould lines of railroad In the southwest. In- deed, the larger part of the diificulties between employers and employed at great centers of industry is directly traceable to the bumptious- ness of middlemen elothed with just authority enough to disturb their moral balance. The friction diminishes in proportion tothe decrease of the distance maintained between the hands that hold the purse-strings and the hands that do the work. $<» ‘The persistent absence of Mr. Jones, of Florida, from his seat in the United States Senate, with- out apparent good and sufficient cause, has at last assumed a serious aspect. The Jackson- ville Times-Union, the leading democratic news- Paper in Florida, has lost patience with bis ehildish conduct, aud proposes that the gover- nor, In the exercise of the discretion vested in bim by the constitution when “vacancies bap- pen, by resignation or otherwise,” shall make & temporary appointment to Mr. Jones’ place. ‘There seems to be nothing unreasonable in this demand. If Mr. Jones is in his right mind, his deliberate refusal to perform the duties of his office is equivalent to a resignation, or at least toa vacation of his place. It he is insane—as the more charitable of his friends would ha: us believe—his malady is a disqualification fully warranting his supersession. It may be answered that the Senate is, under the constitution, the judge of the elections, re- turns and qualifications of its own members, and that the unwritten laws of senatorial cour- tesy would probably be considered as pinding Mr. Jones’ associates to defend bis claim to his seat. The constitution authorizes a minority of either house of Congress to compel the attend- ance of absent members in order to secure a quorum to do business. No such emergency has arisen, however, in the ease under eousider. ation. The state that elected him, the party to Which he belongs, and the committees whose work is dead-locked by his absence, are the only sufferers.
