Its memorial to the Forty-cighth Congress, it thinks, was ‘what procured the thirty thousand dollar ap- Propriation to the Agricultural department in Sid of silk cu!ture; and it fecls that it Is justly eatitied toa part of that money. The threat of the department to discontinue its official rela- tious with the association after the 30th of June causes some alarm to the women who have labored so faithfully to put a uew Ameri- en industry upon apaying basis. It is natural that they should not enjoy seeing the hard work of six years thrown away. The cause of the whole trouble is belfeved by the managers Of the association to be an ill-fudged policy on the part of the department, which distributes €zgs and seed gratuitousty, instead of leaving the experimenters to provide their own plant, and offering, through the association, an al- Ways open market for cocoons. As the Women’s Silk Culture association claims to have done more for the encouragement of its especial in- dustry fn this country than the Department of Azgriculture ever did, it seems as if the depart- ment owed the public at least a clear explana- tion of its reasons for cutting off the association’s Btipend. ‘The claim of George W. Williams for a year’s salary as minister resident and consul general to Hayti, and chargé d'affaires at San Domingo 4s to be submitted to a judicial test, it seems’ ‘Mr. Williams, according to his petition to the court, was nominated by President Arthur, and his nomination confirmed by the Senate on the 2a of March, 1885. The next day he received his commission; and, on the 4th of March, an hour or two before the ceremonies of President Cleveland's inauguration began, he took the cath of office. He has never, he declares, been suspended or dismissed the service. If Mr. ‘Willams will consult the writings of Thomas Jefferson, he will find therein a precedent for the course pursued in this case by the present administration. In the year 1801 Mr. Jefferson, who had just become President, made the fol- lowing frank statement of one feature of his civil service policy: “All appointments to civil offices during pleasure, made after the event of the election was certainly known to Mr. Adams, are considered as nullities. I do not view the persons appointed as even candidates for the Office, without noticing or notifying them. Mr. Adams’ best friends have agreed that this is | Fight.” If Mr. Jefferson did this, and Mr. Adams, through his friends, approved it, there | ‘Was nobody at that time who could very well find fault.
