We are all the time hearing of expressions of surprise on the part of Congressmen that the needs for this or that ap- Propriation, in bebalf of Important District in- terests, have not been presented to them by the District authorities. Serator Hawley lately, it Will be remembered, expressed great astonish- ment at the data presented by civil service commissioner Eaton concerning the deficiencies in school accommodations here, and he declared that Congress would have promptly repaired the evil had it been Informed Of the state of things. Now, whether or not the Commissioners have falled in this direction in the past, they should not give any ground for further complaint. They should make ample estimates for all important District needs, and should speak up loud when they go to Congress to urge the appropriations. If new school build- ings are needed, or new District buildings in place of the present unsafe, inconvenient and utterly unfit quarters, or new sidewalks in lieu of the wretched broken footwalks which now receive the public execration, or there is any other want pressing, let the Commissioners say So, and say {t as if they meant it, <_< It will not be long before our lawmakers in Congress will be called upon to say whether the public treasury shall make good, in such meas- ure as money will do it, the wrongs suffered by Chinese immigrants in Wyoming Territory. A report has got abroad that the question will be turned to use as a means for making partisan capital. Such a course would be as wicked asit would be undignified. The subject has no rela- tion whatever to party polities. It involves some of the most serious considerations ever presented tothe public mind in this country. We have acommeree with China, such as it is. We have tellow-countrymen pursuing profita- bie trades in China. We have sent American clergymen as missionaries to live among the Chinese people. We demand that our citizens ou Chinese soil and in Chinese waters shall be treated with respect and kindness, With what justice can we insist upon government protec- tion for Americans in China if we afford no like protection to Chinese in the United States? It | is folly to argue that the outrages in Wyoming | were committed by a mob and not by respecta- ble persons. The fact remains that decent peo- ple will have to suffer for the misdeeds ot this mob. If humanity does not impel us to inflict upon the malefactors the extreme penalty of the law and to repair the damage done as far as les in our power, expediency should. Every selfrespecting and law-abiding citizen ot the | United States will demand that our govern- ment do its full duty in the premises. The irre- sponsible ruffian has bad his Iready longer than he ought to. He has danced to his heart's | eontent. It is time that the taxpayer, who has | to pay the piper in the end, should have his turn, eee The Mormon women are again pushed to the front and made to attitudinize for the benefit of that credulous element in eastern communities which swallows whole anything thrown to it from the west, and of that conservative ele- ment which is always ready to espouse the | cause of private privileges in conflict with pub- | lie rights. Just now there is a deadlock be- tween the governor and the legislature of Utah, and the women have come forward as usual, but with a protest which is a little more sweep- Ing, It possibte, than anyth! right to say that women shouid not marry. ‘That is true. Neither has the government a right to say that one man shail not put his hand into another man’s pocket; but it has a right to Say that he shall not do so for the purpose of stealing the other man’s purse. There are con- ditions, recognized by all civilized peoples, under which an aet, innocent enough in itself, becomes an offence against social order. The point at which the government has a right to interpose its authority is where the liberty of the few interferes with the welfare and comfort ofthe many; and, if there is one such ease in which the state’s interence is more particularly Justified than in another, it is when men and women of mature intelligence deliberately combine to bring into the world families that can have no status in the eye of the law. ———— The prohibition movement received both a check and an impulse yesterday, but the im- pulse was rather stronger than the check. A motion for a prohibitory amendment to the constitution was defeated in the lower house of the Massachusetts legislature, only four mem- bers voting for it, In Georgia, on the other hand, the supreme court has decided in favor of the prohibitiontsts on an appeal growing out of the recent local option contest in Fulton county. The rebuff in Massachusetts to “ram- red” prohibition is no sign of a weakening of ‘the general temperance movement there. The police board of Boston, where the pro-liquor sentiment Is strongest, have just raised the license rates about thirty-three per centum. ‘The results expected are a decrease in the num- ber of applications for licenses, an Increase in the number of unlicensed publicans who will dety the police and take the consequences, and an earlier joinder of the direct issue between the temperance element in the community and the dealers in alcoholic drinks. This is pre- cisely what both parties to the controversy pro- fess to want. The opinion seems to be growing that in large cities the high License system is a more practical means of stopping the worst features of the liquor traffic than an absolutely prohibitive liquor law which cannot be en- Joreed. $$$ A suggestive find was that made on Sunday by @ reporter of the New York World, who picked up acoupon pass book over the Broad- way and 7th Avenue street railroad line, issued. to one of the best known and most popular Judges on the bench of thatcity. Its number was 1201,a figure which indicates that Mr. Sharp and his colleagues have been pretty liberal in issuing passes to those public servants Who have most to do with the enactment and construction of the laws under which that great steal was perpetrated, and through whose kind offices they hope to retain their plunder.
