THE WASHINGTON: March 8, 1886. Certainly the President has made no mistake fm appointing Samucl E. Wheatley Commis- place of Mr. Edmonds. Mr. Wheatley of the District, a practical business fs a nativi mari of recognized ability, great energy and undoubted integrity. He is a democrat in pol tics, but not of the “offensive partisan” style. His appointment will be generally acceptable. The selection of Major William Ludlow to be Engineer Commisstoner of the District will also be regarded as an excel- lent one. The people ofthe District are tortu- nate in being able to secure his services just at this Juneture, through bis displacement from the chief engineership of the water department of Philadelphia to make room for a Philadel- phia politician. There is general lamentation over his loss by all the Philadelphia papers ‘without regard to politics, and his three years of duty there is spoken of as “the most faithful and efficient service ever given by any official toa public department.” $$ In the Senate this week week we shall be treated to the long-looked-for debate on the Presidential prerogative. Although all the dis- cussion which could be crowded into the next twelve months would not remove the question at issue from the category of vexed political problems, the people will be glad to have the subject thoroughly aired and both parties to the controversy relieved of their surplus energy end prepared to settle down to the real work of the session. However widely opinions may differ as to the merits of this case, there will be general approval if the debate shall produce, as one of its indirect results, the throwing of ex- ecutive business open to the serutiny of the pub- Me. There is no logical reason why executive business should be treated as if it were a sacred mystery, while legislative and judicial busiuess is conducted under the eyes of the people who create the government, pay taxes for its main- teaance, and fight battles in its defence. All three should stand upon a like footing. The masses of the people can generally be trusted. They do not abuse the confidence of the few whom they elect at once to serve and to rule over them. There may have been a time, early in the history of the republic, and while popu- Jar self-government in America was still in the experimental stage, when prudence dictated the distinetion now observed. But that day is Jong past. The star chamber is an unsavory historic reminiscence. In fact “the more they think of it, the less they think of it.” At the same time they will not rise up in mass meet- ing to resist the appointment. They will grin and bear jt, as they have in the past when out- Siders have been brought here to fill purely local offices. But they expected better things of Mr. Cleveland, judging by his utterances and the satisfactory character of his previous Dis- trict appointments, and they still believe that the objectionable selection in question is the exception to the rule he has laid down in regard to filling the District offices. Sa Baltimore turned out, fifteen hundred strong, on Saturday night, to hear an actress at Ford's Opera House read “Ostler Joe.” This was be- cause some of the newspapers had represented the poem as not all that it vught to be in point ofpropriety. The reading was loudly applaued by the listeners of both sexes. Now let the same fair elocutionist announce an evening with Dr. Watts, the sturdy virtue of whose verse has never been called in question, and see whether the fifteen hundred will swell to fifteen thousand or dwindle to fifteen. We hazard no prophecies—we merely suggest the experiment.
