The battle in the Senate opened sharply yes- terday with two democratic challenges, one the ainority report of the judictary committee and other a message from the President defin- ing his position. The latter document is un- usual in matter and manner. Senator Ed- munds went so far as to compare it to the arbi- trary communications of King Charles, the first, to bis parliament. Evidently. it will, for the time being at least, banish all hope and thought of compromise. Its first fruit, indeed, ‘was the prompt rejection of Pillsbury and Chase for offensive democratic partisanship. And other rejections may be expected to follow. The President writes with euergy and feeling. He more than intimates that the Senate, in its call for Information, is seeking to discredit his professions of reform by making it appear that his practice has violated the principles he laid down at the outset of his administration. He makes the issue a personal one, and puts his case at once before the people in a plain, blunt Way that will gain it universal attention. The Key-note in his message fs the broad statement towards the close: “I am not responsible to the Senate, and I am unwilling to submit my actions and official conduct to them for judg- ment.” This is a declaration of independence which will be very unpalatable to the republi- can majority. Asif to anticipate a charge of executive ag- grandizement of power, Mr. Cleveland lays special stress on his record in making official changes. Every pledge, he says, by which he placed a limitation on his own exercise ofexecu- tive power has been faithfully redeemed, and he concludes his message by a declaration that neither discontent in his own party nor the allurements or threats of his political oppo- nents shall turn bim from the course he has Jaid down to follow. The Senate was not prepared to discuss this Serious communication In off-hand style, and 80, after atew remarks by Mr. Edmunds, the ‘chamber went into executive session. It is ex- pected that today the debate will formally vegin, and the prospects are that it will develop sousiderable heat and bitterness. The repub- Ueans have the advantage in numbers and in ‘speakers; the democrats have behind them the amoral support om one side of the democratic House and on the other a democratic adminis- tration. eo — The admission by Commissioner Webb that in selecting the notoriety-seeking crank, J. M. (Gregory, for “advisory” school trustee, he was not aware that Gregory had attempted, throngh the courts, tw force mixed schools on the District, shows forcibly what we have already urged,—the utter inability of the Commissioners, burdened as they are with other duties, to assume the active manage- ment of the Public Schools. It was due to the intelligence and energetic action of the school board, the Commissioners are now seeking to abolisb, that Gregory's mischievous attempt to break down the admirable school system of the District, in favor of mixed schools, was frus- trated. With an advisory school board made UP of open advocates of mixed schools like Gregory and Dr. Purvis, and with Commissioner Edmonds favoring mixed schools, it's alarm- ingly possible that a similar attempt might suc- ceed. — ‘The anti-Mormon bill introduced by Repre- ‘eentative Woodburn, of Nevada, is a more Grastic measure than anything yet proposed by Senator Edmunds, in that it treats the Mor- mon church as essentially polygamous, and on ‘that account as an unlawful society. Under this theory, which is the underlying principle of what is Known as the Idaho law, a man can- uot bea good Mormon without either being a polygamist himself or aiding and abetting polygamy In others. Hence the law takes cog- nizance not of the offense of plural marriages Simply, but of the society which sanctions and Shelters this illegal practice. It has been ¢laimed that such a law invades the constitu- tional guaranty of freedom of religious belief. Bat on two occasions the courts have sustained ‘the Idaho statute. It may easily be seen toat a religious belief ™may bring its holder into conflict with the state. If, for instance, a sect arose that believed in human sacrifice or hui javery it might be necessary to proceed not simply against the ‘Actual priests of sacrifice or the slave traders and amasters, but against the religious faith which developed such enormities. og ‘The latest freak of fashion is amateur prize fights.
