THE EVENING STAR: WASHINGTON. THE EVENING STAR. WASHINGTON that of any other daily paper published Washington, and equal to that of all the ether daily papers here added together. ‘That Washington {s not as uncomfortable a place as it ought tobe for burglarsand other crim- inals of that ilk, is shown by the ract that young Hepworth, alias Bunnell, who was sentenced to the District reform sehool for a short term for breaking into a house in Georgetown, in De- cember last, turns out to be one of the most active, accomplished and daring burglars in the country. After a series of most successful burglaries in New York and vicinity he was arrested in Buffalo the other day, and is now in jait with the prospect of receiving a sentence somewhat better sulted to his deserts than that imposed when he was arrested here. During the two weeks he remained in the re- form school, before escaping from it, this young scamp did more to demoralize the establish- ment and corrupt the inmates than any person ever sent there, and his departure was counted & good riddance by those interestea in the wel- fare of the institution, however much com- munity at large might have occasion to deplore hiseseape. In fact, he never should have been sent there at all. He was a hardened criminal ‘at the time, and only needed hisliberty tomake himself a terror to societ: ‘The truth is that it is a mistaken sentiment whieh extends leniency to offenders of tyi class, at any time or under any circumstances. ‘The charities of the city are now so weil organ- Ized and soeffectively administered that no per- son need want, for the time being, a wholesome meal or a comfortable place to sleep, so that the plea of hunger, which used to be given for the commission of erime,can no longer be urged. It may be safely assumed, moreover, that when @ person breaks into the house of another he is either a professional burglar or means to become such, and that he means also to commit a still more serious offence, even to the extent of mur- der, if necessary to effect his purpose, or toes cape arrest or detection. Upon all such, there- fore, the extreme penalty of the law should in- variably be imposed. Anything less than that isin the nature of a premium on crime and an ‘outrage on law-abiding tax-paying citizens. <<< Although our country avoids foreign entan- glements, there is a war cloud on the horizon ‘which may demand the services of our new navy sooner than we expected. This is a threat- ened war between the United States and New Jersey over the Arthur Kill bridge. The latter sovereignty says she won't have it. Congress 4s inelined to say she shall. Tue relations of the two powers are already strained, and if railroad interests do not patch up a peace we may have tosend the Tallapoosa to the scene af war. And as New Jersey has a formidable Heet of scows and canal boats, whose occupa- tion will be gone if a bridge is built, the fate of our gallant tars would be watched with anxiety by their relatives and all good Americans. When we remember how fatal schooners and sandbars have been to our war vessels, we may well tremble when we reflect on the perils that ‘would await them among the shallows and the shallops of the Jersey coast. $< —__ The House naval affairs committee have sketched out a navy of very respectable propor- tions. They favor the development of a torpedo service, including a number of boats of great speed and equipped with the most effective ‘weapons; @ squadron of the fast modern war Vessels heavily armed; and the completion of the four unfinished monitors for harbor de- fense. The committee also endorse Secretary Whitney's scheme of reorganization of the | Navy department. These ships would be in addition to the four | ‘vessels now practically ready for service, and to the four authorized by Congress last ‘session whieb have not as yet been more than planned. Taken altogether the proposed new ves sels, would provide the country with a snug little navy which, even if it did not make of @ show alongside of the majestic ironclad navies of the warlike European powers, would still be a very creditable and useful arm of national defense. $< ___ The authorities of Atlanta formally decided much some time ago that the city couldn't afford to provide an ambiance for the transportation to their homes orto a hospital any of the un- Yortunates of that city who might be iakengick or meet with an accident, but since then they | have bought au expensive and rather ele “Black Maria,” in which to convey erimin between the station-houses, ete., and the courts, | ‘There is a great deal of human nature exhibited | in this bit of municipal manazement. Those who are unfortunate trom no fault of their own are generally left to shift for themselves, while these whose vices bring upon them a just pun- ishment have no difficulty in arousing symp: thy and enlisting champions in their behaif. | It may be a rather broad way of stating it, but | these things look very much like pu! ting a ban on misfortune and offering a premium on | crime.
