It is evident from the debate In the Senats nd from the news paper discussion of the subject that there would be no opposition of consequence toa very large @ppropriation of money from the federal Treas Ury for common schools at the south were it not for two legitimate considerations, both of whielt are urged in good faith and with acertain re- tuctance. The first is the objection, which is foretbly advanced by southern Senators them- selves, that the grant would be a dangerous stretch of the powers of the constitution. The second objection is based on the theory that the grant would strike at the growth of the school system it is designed to foster. The argument Jethatthe south fs now rapidly developing such @ system by local taxation, but that fede- Fal help would paralyze this local interest. The Blair bill provides that each state may draw from the Treasury an amount equal to that raised during the preceding year by local taxa- ton, Itis held by those who oppose the bill that the effect of this provision would not be to stimulate the effizens to increase their taxa- tion, inorder to reap two dollars for each one they raised butto tempt them to cut down their rate one-half, thereby retaining their school fund at the extsting total while escaping aburdensome amount of tax. This argument is one that needs to be seriously considered, for ali who are familiar with the disposition of peo pletoshirk taxes know that it is founded on human nature. One of the hardest tasks of the liberal- minded man is to so conduct his charities that his gifts shall not prove acurse rather than a Blessing.
