NOYES. ‘The Evening Star has a regular. permanent bona fide daily cirenintion more than treble that of any other daily paper published In Washington, and equal to that of all the ether daity papers here added together. Over $750,000 of taxes on real estate in the District remain uncollected, during the last twelve years, according to the official report of the Commissioners, as prepared for Congress. This is a suggestive and altogether unpleasant exhibit. It means that every dollar thus held back stands in the attitude of an additional tax upon those whoare willingto bear their just | share of the burdens of government, since the deficit thus created must be made up by larger assessments each year on the property of those | who do pay. Furthermore, evasions of thissort | are a constant and strong inducement to others to escape their obligations; for Smith 1s sure to ask himself why he should pay, it Brown, Jones and Robinson can refuse and still go seot free. And so the abuse and the demoralization aris- ing from it goon hand in hand together, in- ereasing with rapid progression, from year to “ar. * This is a condition of things which should not | be allowed toexist in any community, and it | ‘would not exist if those who make and those who execute the laws do their duty. Mant- festly the quickest and surest remedy will be found in a better system of tax sales, or, rather, in a better title to the forfeited property bought from the tax collector. It the District Commis- sioners were empowered to give an immediate | and unquestioned title to real estate sold for taxes under their direction little more would be heard of unpaid taxes. Here and there that course would no doubt work hardships more or | Jess severe, but the number of such cases would | ‘be found to be really very small. Asa rule, the poor property holders are both honest and patriotic, and usually they find a way to pay their taxes promptly, except in instances of sudden or unforeseen disaster, and even then in bona fide cases friendly aid can generally be | procured in time <o prevent sacrifice. It is the well to do who shirk their obligations, prefer- ting tokeep their money for more profitable ases. To reach this class some means ought to be devised, and the Commissioners and Con- gress between them ought to be able to devise them and put them in force. That so much money long since due stands uncoilected is as \Giscreditable to both bodies as it is oppressive to good citizens. —— Ex-Governor Seymour died yesterday from ‘the gradual decay of nature rather than from eny special assault of disease. He bad been failing ‘or some months or years, and the final scene was not unexpected. It will not the less be regretted, however, by a largo element in the country, who have looked upon the “Sage of Deerfield” as one of the pillars of state. This has been a remarkably fatal winter for democratic candidates for the presidency. ‘Three have died in three months, McClellan. Hancock, and now Seymour. And to them should be added Hendricks, who was a promi- nent candidate for the first office of the republic im more than one party convention. There now remains only one living democratic ex-candi date, Mr. Tilden, who has been supposed to be ‘at the brink of the grave for years, but who has | outlived ail his contemporaries. Mr. Seymour | ‘will rank in history as a statesman of excep- tional purity of character, high-minded and | entirely wanting in the selfish selfseeking squalities that distinguish so many of our public men. eee teed A bill has been introduced in the New York Gegislature reducing the price of gas in New ‘York city to $1.25 per thousand feet. When ewill Congress pass a bill for the relief of the people of Washington in the matter of their gas | supply? Not only should the price be reduced, | Dut, what is more important, the company | should be compelled to furnish a much better | article than is now supplied. It should also be | *probibited from using naphtha, coal oil, in any | form, or, in short, any other substance than a ‘first-rate article of coal, in the manufacture of gas. The miserable substitute for light now furnished is below any decent standard for illu- minating purposes, and is ruinous, besides, to draperies, pictures, bronzes, frames and house- hold adorrments generally, while it clogs up the pipes with a gummy residuum that makes | 4t almost impossible to turn the flow on or off without @ strong mechanical appliance. All these defects and abuses are weil known to every member of both houses of Congress, in whose hands alone the remedy lies. They can afford relief in twenty-four hours time, if they wih — = —___ ‘The inquiry comes up why the private citi- zens should always have to undertake the task and shoulder the expense of clearing out the river in case of a flood emergency.
