We are promised another tariff bill this week or very soon after. Such an eptsorle seemstobe inevitable In every Congress, but 1t cannot be said that there is much clamor for fresh tariff legislation just at this time. The surplus is not very large and will be pretty well used up ff two or three pending bills, appropriating targe sums of money, get through Congress. Not to speak of a possible new pensions act, which would of itself drain the Treasury, there are the Blair educational bill, the ordnance and fortifi- cations bills, the various canal schemes, and the like, which threaten to eat up all the sur- plus without any help from tari phieboto- iists. And then, looking at" the subject from the practical standpoint, nothing that the dem- ocratic leaders of the House originate has much chance of meeting the endorsement of the re- publican Senate; so that a tariff agitation will be a waste of time so far as legislation is con- cerned.
