Is there anybody out- side of Bismarck and his autoer: who does not think that free discussion in represen- tative bodies 1s wholesome and for the pub: lie good, even if attended with “bickerings” and factional fights? The waters of a brawl- ing mountain stream are generally supposed | to be more healthy than the highly coneen- | trated, perfeetiy harmonious stagnant waters of aditch. And if it is necessary to abolish the school board to avoid bickerings and factional fights, would not the same rule demand the abolition of our triumvirate government? If repc 3 alt there have been not only biexerings but cat and dog fights in the board of Commissioners, and divistons into as many factions as there were members. at it will be remembered, the people of the District had presented to them | ‘the proud spectacle of their three rulers ta up factional quarters heir f rooms, making faces and hurling epithets at F duel on e District ate a dead-lock mucit more serious affair than the petty occasional bickerings in the sehool board, and a decisive remedy could | be affurded by abolishing the triumvirate and appointing a single dictator to rate the District— a sort of “Mikado” Pooh-Bah, who should be Lord High Everything, and who doubtless could be counted upon to conduct affairs in entre harmony with himself. But probabl the people would prefer a government not | quite s conerete. And what right have the Commissioners to | suppose that self-respecting citizens of “ability and education” who they say eannot be trusted | with any of the real powers and duties of a| school board,—and especially the “patronage, ‘would consent to take the humiliating position wrangling of this sort Commissioners, caleul: in District busin is of eunuch “advisors” on school matters? And if they did, and the able and edu ivisory eunuehs should get into a wi with the only truly trustworthy paid agents, what would the Commissioners do about it? undertake to act as arbitrs pute between the advisors a about text books, teachers, school furniture, ventilation, heating apparatus, <e.? Will they have the time and the knowledge to shoulder this work? Is there anything in the past to indicate that they have? We are told that there is nothing so sublime im the world as the spectacle of a good man struggling with adversity, and certainly there | 43 no more impressive sight In modern times | ‘than that of one of our worthy Commissioners posing asa figure head on the platform at a school examination and trying to look as if he knew something about the public schools, or one of the same excellent officials in a sweat before @ Congressional committee, seeking to hold bis questioners at bay until some member ofthe schoo! beard could be hastily summoned to help him out with answers. And it isno dis zredit to the Commissioners that they are not familiar with all the minute particulars of school affairs. How can they, with all the duties and respon- sibilities of caring for the interests of two hun- red thousand people, aitend to all the compli- cated details of the vast pubiie school system? ‘They unwittingly admit that they cannot in apologizing to the citizens’ committee for the Jong delay in answering their communication ‘on the school bill, because of “the pressure of other matters.” On the whole the public will watch with great Interest and some misgivings the workings of this remarkable pian of managing the public seioois without school 1 ment Will they ichstag, n considering the proposal for a North Sea ewnal, uaantmously reports in favor of the project. It will cust, by the estimates, $39,000,000. The canal extends from Kiel, on the eastern shore of the province of Holstein, in @ southweste: othe mouth of th Elbe, thus maxing Denmark an island. The distance is about sixty miles, and the canal is | tobe large enough to accommodate vessels of the heaviest tounace. Its objects are partly commercial, partly political. As itis now, the ports on the Baltic are at a disadvantaze from the diiticul- ties of navigation along the Danish coasts. It 4s as hard to sail through the Cattegat and Ska- ger Rack, and other jaw-breakers of sehool-boy memory, as it is topronounce them. The canal Will avoid these dangers and delays. Naturally, Denmark objects to the canal, as it will seriously impair her coastwise trade and ‘the prosperity of her seaports, but Denmark's | feelings are not much respected by her big | neighbor, as was seen in the war by which Ger- many acquired the three southern provinces of Schleswig, Holstein and Lauenberg. By that seizure Germany amputated Denmark pretty well up towards the neck; and now she wiil drain the peninsula of about all the life it has left. It would not be at all surprising it the trouble would end by Denmark becoming a part of the German empire. oe Sometimes surface Indications point out the location of pay dirt, and sometimes they do not; but miners who are in earnest in the pur- suit of treasure generally give them respectful atiention, fora time, at least.
