Mr. Jackson, from the Senate committee on claims, to-day submitted an adverse report upon the petition of Margaret Kennedy, execu- trix of John Kennedy, deceased. Kennedy was the oceupant of land in the District which the military took possession of for pasturage. A claim for $20,000 damages was put in, it bein; alleged that Kennedy's crops were spviled an his dairy busin injured. The committee re- port that they have unitormly refused to allow damages for property taken under military ne- cessity, and they see no reason to depart from that rule in this case. Report adopted. FOR THE REFORMATION OF WOMEN. Mr. ingalls introduced in the Senate to-day a bill toamend the police regulations of the Dis. trict. It provides whenever any female under i, | the age of 21 years shall be found in any house of ill repute or soliciting vice upon the streets, orelsewhere, she may be arrested therefor and, under the order of the Police Court of the Dix trict, be sent tothe “House of the Good Shep- herd” and be there required to labor at some suitable employment aud to receive instruction and practical training; and for the support of such females in that institution and in consid- eration of the agreement of the institution to receive such females, the sum of $5,000 is ap- propriated to be paid to the Good Shepherd in- stitution. Referred to the District committee. ‘THE SCHOOL BOARD BILL BEFORE THE HOUSE DISTRICT COMMITTER. A citizen's committee, composed of Messrs, Biscoe, Hovey and Fendall, had a hearing by the House District committee this morning in the interest of the District schools. They advo- cate the of the bill introduced in the Senate by Mr. Ingalls, to create a school board for the District of Columbia, and to prescribe its wers. The committee listened to what they ind to say in favor of the bill, and without taking any action favorable to the bill, it was decided that one member of the committee would introduce it into the House sas to get it properly betore the committee without wait- ing for the Senate to act. THE CABLE RAILROAD PROJECT. In behalf of the North Washington Cable Street Railroad company, Joseph Paul and T. W. Tyrer to-day hada hearing before the sub- committee on corporations of the House Dis- trict committee. “Mr. Paul took occasion also tocall the attention of the sub-committee to the necessity of extending the streets of the city north where they are already following a crooked way. He exhibited a map ot the city and the streets north ot Boundary, showin; how narrow and irregular some of the streel extensions are, and said that the beauty of the city would be ruinéd if the streets were not properly extended. To rectify tals now, he baid, would not cost much, but within a few ears, when improved property would have to Becondemned and bought, cost would be- come immense. THE TRACTION RAILWAY BILL. ONE MAN KILLED AND ANOTHER SERIOUSLY INJURED.
