Arnold is reported in our issue of the bh as saying that “something ought to be done to stop” the selling of liquor to minors, and “that a law should be passed imposing a fine of one thoasand dollars.” Allow me to ask Lieut. Arnold why he and the rest of the police force do not enforce the law already on the books? The act of October 10, 1886, Webb's digest p. 226. imposes a fine of not less than twenty nor more than forty dollars on any keeper of a tippling house who shall sell liquor {© any minor. There is no more trouble in get ling convictions under this law than any other Telating to the sale of liquors, but the cases are Bot presented by the police. I do not believe the records will show twenty cases tbe fore the courts In the last ten year. All expe- Fience shows that an increase of penalty dees not render conviction easier, but the reverse, and @ vigorous enforcement of the present law ahould be tried before seeking new legislation.
