Editor. ‘The Evening Star bas a regular, permanent bona fide daily cirvulation merc than treble that of any other daily paper published tn ftom, and equal to that of all t aily papers here added together. As the District Commissioners seem to con- template the virtual abolishment of the school board by taking away ail its powers of control, appointment of teachers, &c., THe STAR has been at so: ains to collect data to show how far this new departure is in aceord with th most approved educational management of th country. It appears from this information-that the rule througiout the country is that the pub- lic schools are managed by school boards, who @hoose their own officers, the superintendents and teachers, and who are independent bodies, removed as far a% possible from all politi- cal influences or control. It appears, there- fore, that the District Commissioners are taking @ step backward in educations! ideas in proposing to abolish the sehool boar1 And absorb all its powers and responsibilities. The project will also be regarded by the public with disfavor as being in the line of a further centralization of power in the hands of the Dis- trict Commissioners. Under our anomalous form of government the Commissioners are already clothed with very extraordinary and ‘very arbitrary powers, upon which the people having no vote have no check, and they should not add to the public diseontent with this voice- Jess, nelpless condition by taking from them the only remaining vestige ot representation Jeft—that of a eitizen’s school board. es ‘There is abundant evidence that the practice of undervaluing imports has grown into such ase that the strict enforcement of a rigor- ous law is necessary unless our tariff system is to degenerate intoa farce. There is more than ‘one way to reduce duties. The honest and le- gal method is by achange in the law. But the same object is reached, so faras the market is concerned, by a dishonest system of under ation of imported goods where the tariff i enlated on the ad valorem principle. If, for In- stance, the duty on silk is sixty per cent on the cost of the manufuctured article, that duty can be reduced to thirty per cent by the foreign manufacturer and his representative in this country swearing faisely that the expense of producing the fabric in question is only half the real cost. Custom house appraisements may do something to correct this species of fraud, but cannot wholly counters the result is a twofold evil. First, native production is broken down by cheap foreign competition just as much cond, honest dealers are ruined and driven aut of business by those who are willing and able to. undersell them by a re- sort to the dishonest practices described. Hence it is for the common interest of the native man- ataeturer and the honest tradesman that if we have a tariff law it be enforced in its intezrit and for this reason Senator Aldrich’s bill, which deals stringently with frauds in invoices of im- Ported goods, will receive strong support, ee Although Vanderbilt’s will wasdisappointing in its bequests to publie eharities, it was felt and said that the death of the great capitalist would probably be the indirect means of bestowing notable benefactions on the publie through the charitable disposition of several members of his family.
