The “information” so earnestly wished by some of the republican Seuators ix not hid In mystery. Nor need the President be shy in stating frankly the facts. What the republican Senators are trying to get at is an admission ‘that large numbers of office-holders have been removed for political reasons. This is notori- ‘ously #0, and it is so with the country’s consent. It s rather cheap to try to make party capital out of the administration's course in this re- spec. That many changes have been made on Par san grounds is admitted. Aut it Is also known—and there is an abundance of indig- nant democratic testimony to that eftect—that the President's policy has been very conserva- tive, and bas been in line with the best seutl- ment of the country. A common sense construction of the Consti- tution limits the veto of the Senate on appoint- ments to the question of personal fitness. It surely was not contemplated that ihe Senate could block all changes in the civil service ‘which happened to be distasteful politically to & majority of the chamber. Snech a claim would not be tolerated by the conniry, and the President in resisting it would bave the support of the thoughtful element in the republican party ax well as the united aud zealous help of the democrats. Hence he ean afford to take a positive and open stand in this matter. If the Senators ask for reasons let him follow his famous advice and “tell the truth.” Let him say “I made the change for political considera- jong.” so Quite an earnest debate sprung up suddenly in the Senate yesterday over the international aspects of the fisherles. It is evident that the ‘New England fishermen are very much op- posed to the continuance of the existing ar- rangements, as the benefits seem to be altogether one-sided. The New England Sena- tors spoke in a severe strain of the bad effect of Tecent treaties, and insisted that the inflaences which had caused the adsninistration to extend the arrangement made by President Arthur ‘were of English and not American origin. They wanted no more commissions and no more con- eessions. Mr. Frye took very decided ground on the question. Plainly, the commission sug- | gested by President Cleveland in his recent message Will not meet with favor among the Senators who reptesent the fishing interests concerned. _ A threatened strike In the extensive iron | works of the Edgar Thompson company of Pittsburg has been avoided by mutual conces- sions. Experience has tanght the industrial classes in England, where labor questions have been better studied than here, that strikes are @ costly and clumsy device.
