He seems to nave found out that grave dangers surround honest voting in Obio, as Well as in more southern states, and the burden of his speech was that these dangers must be dispelled by thoughtful legislation. It Is probable that recent events have couvineed honest men of both parties in Onio that the elective machinery of the state must be radically changed in the direction indicated by Mr. Sherman. $$ Those who are anxiously inquiring why American ship-building has fallen away may study with advantage the statistics of the same industry in Great Britain. If there is a country where this branch should flourish it is in Eng- land. But the figures are almost appalling. In 1883 shipping to the extent of 1,25 was launched; In 1884 this total fell to 750,000 tons, and from that again in 1885 to 540,000 tons. Nor is this all. For it willbe found, on further examination, that so anxious were the yards toseeure contracts that what work was done gave little or no profit. a Seeretary Lamar’s decision in the telephone case does not touch its scientific bearings, but simply submits these questions to r-examina- tion before a court. He justifies the position assumed last summer by the officers of the De- partment of Justice in beginning ® suit against the Bell company, in the name of the people, to test the validity of certain patents already is- sued by the government. These cases will now probably be tried, and of course they will be watched with the keenest interest, as a very large amount of property is at stake. —— The Emperor William opened the Prussian Diet yesterday by the not very cheerful an- nouncement that the finances of the empire made it “again necessary to effect a loan.” He comforted his subjects by adding that “this Joan, however, will be smaller than that issued in 1885.” He explained that the business trou- bles of the thne came from overproduction; but he did not go on to specify that the overproduc- tion from whien Europe suffers is an overpro- duetion of shoulder-straps. $< It fs sad to announce that Jim has followed Jumbo. Jim was the oldest and largest tiger in the United States. He died yesterday at the ripe age of twenty-five, mourned and beloved by bis owner and many others. All who have bueked against the tiger will bear witness to his talents and vigor. He killed one mate some Years ago, but was never prosecuted, and now leaves a widow. ee ‘The dog-bitten boys are back in New York from Paris, greatly to their own delight, and to everybody's satisfaction.
