THE EVENING STAR: WASHINGTON, D.C., THURSDAY, JANUARY 14, 1886. 4 y THE EVENING STAR WASHINGTON: ‘The Evening Star has = regular, permanent bens Side dally circulation more than treble that ef any ether daily paper published te Washington, and equal to that of all the _ether daily papers here added together. ! The traitor Is always infamous, and no less 0 in politics than war. Hence there will be no difference among decent peopie as to the jus tice of the fate that has fallen upon Collector Armstrong, of the Utica, New York, internal revenue district, Armstrong, it seems, was re- cently removed to make room for a new man, and the republican Senators asked the reason why. Their curiosity was promptly gratified. Secretary Manning sent the Senate documents showing that Armstrong, who has always ranked asa stalwart republican, communicated ‘with Col, Lamont and Congressman Spriggs to say that, while professing to be a republican, he had secretly done all in his power for the success of the democratic ticket; and that If he ‘was retained In office he would be enabled, as a supposed republican, to render valuable aid to ‘tne democrats. But Mr. Armstrong misjudged Bis men. On these confessions of perfidy he ‘was at once bounced, and on hearing the facts, of course, the republican Senate gave a hearty Amen. There are said to be several other simi- Tar cases; if so they should be disposed of in the same manner. $+ —____ ‘The Maryland people are still growling over the state tax ou marriage, which is the heaviest laid by any state in the Union. Last year the legislature cut off certain fees on those whom ‘the law appoints to take charge of the deceased, and lowered the tax on marringe licenses, but Gov. McLane vetoed the latter act, so that, as the Baltimore Sun quaintly remarks, “the state was ready to ‘speed the parting,’ but Gov. McLane’s veto prevented us from ‘welcoming the coming guest.” ‘The matter may seem aslight one, but there are many to whom a marriage license fee of $4.50, the rate in Maryland, is a serious matter. It is in the interest of the public morals, as well &s personal comfort, that this tax be made as alight as practicable. ‘The charge in the District of Columbia fs one dollar, a sum quite large enough to pay for the certifleate and act of record. Thrifty Maryland couples are remind that the difference In the tax will pay thelr Tuilroad fares for a wedding journey to the capital. ——_—_—— -=___ An article in a Warsaw newspaper has made severe attack on the principles of the Bis- marek system of government. It is sald that the writer is Prot. Mommsen, the famous histo- rian. The article claims that the Iron rule of Bismarck fs leading the country backwards. “We once,” the author says, “lighted others on the path to freedom and individual develop- ment. To-lay how changed! We retrace our steps toward imperialism under the guise of state sociallsin.” It must be admitted by every student of history, even ff he be not a Momiu- sen, that Germany of late years has departed very widely from the traditions of Teatonte Hib- erty. The necessity whieh once existed for turning Germany intoa camp and sabordinat- ing everything to the military idea has now in great measure passed and the govern- ment might safely pursue a much more liberal policy towards the people than it seems dis- posed to follow. — Representative J. Randolph Tucker has writ- ten a letter to his constituents, in which he de- elines to be a candidate for ri ‘Tucker doubtless has good reasons for th but the withdrawal of such a man from public lifeis to be deplored. He will have been in | Congress tweive years on the expiration of his Present term, not along period of service Judged by the standards of other countries, although Mr. | exceptional in this. Mr. Tucker's training qualifies him for great usefulness as a legisla- tor, and it will be a misfortune if he finds it | impracticable to devote more of nis life to public atfairs. $< 2 Bradlaugh’s taking tue oxth does not settle the question of his eligibility. The speaker of the house of commons said that he would not resist the step, leaving Bradlaugh to take the risks of the law if any were involved. The law Jords or some other court must still pass on the matter in case the question Is raised, as it prob- ably will be, and, pending a decision, it is said Uhat the conservatives will try to exclude Brad- Iaugh from voting as a member of the house. Hence his trials are not over yet. _—$—— We knew it. It was only a matter of time. ‘We now learn that “it is believed that the cold has killed the peach buds in the Hudson river valley.” $< The anti-Gorman movement decidedly failed to materialize.
