It is a brief survey of the Industrial condition of F land; and the faets adduced are of a nature to pat Americans to thinking, and to fill them with gratitude for the degree of comfort and happiness they enjoy. Mr. Waller shows that while the total wealth of the United Kingdom, if divided equally among the inhabitants, would allow $1,245 to every man, woman and ehild, or quite a moderate fortune to euch fam- ity of much size, still, “the pecuniary condition of a large part of the population is exceedingly distressing.” He says there are more than one million persons formally registered as paupers, and outside of these open objects of charit among the laboring masses “the poverty is u doubtedly greater than has ever been experi- enced in the United States.” This is not ignorant guesswork, nor is it bun- combe, but a plain statement of facts. Nor is the situation peculiar to Great Britain. It is the same in powerful Germany, in thrifty France, in sunny Italy. Everywhere on the continent of Europe the American traveler meets the same cry of hard times, and every- where he goes he may see, if he carries his eyes With him, the evidences of the grinding pov- erty of the masses. We have nothing like it in this country, unless It be in certain manuia turing and mining centers, and even there the Ditterest poverty is generally among a foreign population. It is @ legitimate oceasion of thankfulness and satisfaction at this holiday season to tee! that, in spite of certain dangerous and hateful inelinations of the times, this is still the coun- try of the poor man and will be the country of his children. Nowhere do the masses of the people enjoy such comfort and privileges and dignities as here. It would be impossible to touch, even in the Most summary way,on the causes of this uni- ‘versal distress in Great Britain and her contl- nental neighbors; but one of the principal muses may be noticed. Consul Waller writes ‘that the current governmental expenditures of the United Kingdom for the last current year ‘Were $596,139,995, or more than twice as much as ours, with a smailer citizen population. And how did this vast sum go? He names the items in order of size. The largest is to pay Interest on the national debt; and that debt represents ‘war piled upon war, generation after genera- ton. And the next largest item is “for the maintenance of the army,” for more war, more death, and hate and ruin. Then follows tle item to provide for the civil administration of the Empire, and next the appropriation for the Bavy,—more money for armed strife and the adjudication of disputes by homicide. And the people have to pay for all this; and it 4s that more than anything else that keeps ‘them strangers to the taste of meat. We, as Americans, have reason to thank God that not only are we favorably situated, but, what is of ‘more consequence, that in our hearts we prefer Peace. We could easily enough find quarrels it we wanted to.
