It is a pleasure to know that the Children’s Christmas charity wili be repeated this yes and that t general Interest in it argues a Vitality whieh will, if fostered, make it one of pent ures of what should be the al love feast of humanity. The heart of all good citizens should go out to those who are engaged In this work. It is not merely that they propose giving tothe poor children one day's happiness in the long, slow year. That would be something, but yet not much. The Italians have a proverb, “how bitter with salt Is the stranger's bread.” The gift of gold ts often only a sordid gift, when the soft palm of sympathy dulls the jingle of the alms; when the children of the rich learn to help the ehil- dren of the poor as one brother helps another, then something Is accomplished which all the political economies of the world are powerless to bring about, Teach the little children this, and you need not fear elther materalism or communism. This it is that impresses us as the most excellent characteristic gf the children’s charity. We know of nothing else that is so calculated to at once soften and strengthen their hearts. The little souls which come into existence to- night may awake, one in the home of the rieh, another in a hovel of some pauper; and yet they both come without fault from the Father of iife. To the one, plenty; to the other, want; to the one, probable happiness; to the other, | almost certain suffering and misery in life and im death. Shall the one despise the other? * Must the poor hate the rich? The Children’s | Christmas Club says “No!” to both questions. | And the Washington peopie will help their children not only this, but every year in their ; beantifal work. ————————— | The disposition which Vanderbilt made of his property indicates that he too shared the feel. ‘ing that a fortune may grow burdensome and dangerous by itsown weight. While W. H. Vanderbilt lived “the street” was in wholesome awe of his ability to prevent a speculative panic. His $10,000,- 000 of government bonds and his $60,000, 000 of readily marketable securities gave him what was practically a bank balance of $10,000,000 for use in any sudden emergency. And It was known that all his interests and inclinations were on the side of a steady market. This great power is now distributed among eight or ten persons. Their interests are for the present identical, but no one can predict how jong they may remain in harmony. As Jay Gould now naturally comes to the front as the heaviest operator, and as his influence in the past has not always been thrown in favor of settled values there is some apprehension of more restless markets, but it is usually the case that the responsibility of assumption to power causes the new ruler to become conservati and that will very likely be shown in Gould’s course, Itis also given out that the two sons of Vanderbilt, Cornelius and William, who get ‘the heavy bequests of $62,000,000 and $60,- 000,000, will operate together to keep the mar- ket steady. While {tis not safe to count upon @ permanent alliance of that sort between two brothers, it is probable that they will work together as a matter of mutual interest to keep up the value of what is called the “Vanderbilt stocks,” and in this way they will help mater- jally to keep up the general market. $$$ The iost important feature of the new code of Honse rules proposed by Mr. Morrison and now reported favorably to the House by the committee on rules, relates to the distribution ‘of muci: of the work heretofore done by the ap propriations committee among the other stand” ing committees. At present the appropriations committee prepares twelve of the fourteen reg- ular appropriation bills. It is now proposed to refer the bills relating to the consuldt and diplo- matle service, the army, the navy and the In- dians to the committees having those subjects specifically In charge. The appropriations for rivers and harbors and for agriculture are al ready thus referred. This will leave the appro. Priations committee in control of the general salary bill, Known as the legislative, executive and judicial bill, thesundry civil expenses, forti_ fications, pensions, District of Columbia and deficiencies. Why a distinction is made against the District in the general distribution is not explained and cannot be justified. It remains to be seen how well the new rale will work from the standpoint of economy. It is expected to facilitate business, but this may be done at a heavy cost to the treasury at a time when the surplus is running low.
