In this matter Mr. Gariand is exceptionally weil qualified to speak,and his views should carry weight. It is not creditable to such a practical and sensible people as that of the United States that the head of its Department of Justice finds It necessary to make such astatement as this: “It is now a well-known fiet that the courts of the United States, as now organized, cannot possibly transact the business before them with ‘the promptness that justice requires.” Such a condition of affairs should only need to be Known to be at once corrected. But, as Mr. Garland says, the subject has been agitated for ten years without any relief coming to the courts.
