NOTES... ‘The Evening Star bx» a regalar, permanent bova fide daily cirentation more than treble that of amy other daily paper pubhaked in Washington, and equal 10 that of ail the ether daily papers here added together. ‘The President's Views. ‘No messa.ze of late years has attracted the at ention which the one sent by Prestdent Cleve- land to Congress to-day will recelve, The time and the man will invest the document with pe cullar Interest. The message is quite Jong, but it contains little superfiuous matter. It opens with @ graceful tribute to the memory of Vice President Hendricks, and then proceeds, ac- cording to ordinary form, to speak of our tor- iations. These, in general, are satisfac- tory. “There are,” says the President, “no questions of difficulty pending with any foreign government.” The only disagreeable Incident of special moment was the rejection of Mr. Kelley as our minister at Vienna, The Presi- dent explains, with regard to this matter that the representative selected was “an estimable citizen of unimpeached probity and compe- tence,” and that the objections to him by the Austrian government could not be acquiesced in by the United States, as they required “such an application of @ religious test as a qualifica- tion for office under the United States as would have resulted in the practical distranchisement of a Jarge class of our citizens and the abandon- ment of a vital principle in our government.” Hence, the post has been allowed to remain ‘vacant, ‘The satisfactory settlement of the Panama isthmus troubles is touched upon, and then the President alludes briefly to our part in the efforts to develop the Congo region. In this matter, and in other international questions, we have followed our historie policy of dip!o- matic neutrality and independence. Our rela- tions with Great Britain, he says, are those of “marked good wili;” with Mexico we are on the “most cordial” terms, and with Spain, in spite of some disagreements, our relations are, alto- gether, friendly. The President is not inelined to change the tarift by diplomatic methods, and henee he has held up the pending commercial treaties with Spain and other countries till Congress can act on those matters, An additional reason for ean- tion is to be found in the “new and large drains” on the treasury, which sre contem- plated. ‘The two financial features of moat import ance relate to the tariif ahd the silver cotnnge. ‘On both of these questions the iessage is saffl- ciently explicit. The President urges u conser- vative tariff reduetion on important necessities, so arranged as not to break down labor or ruin capital Invested in manvfactures. “Within these limitations,” he writes, “a certain reduction should be made.” As to silver, the President is decidedly aggressive in his attitude. He declares tnat “the hoarding of gold has bezun,” and that this movement will culminate in the disappearance of gold an- less the present tendencies are stopped by prompt legislation. He recommends, therefore, “the suspension of the compulsory coinage of silver doilars directed by the law passed in February. 1878” ‘The most important recommendation, so far as the general public is coucerned, which he makes with reference to the army is that the meteorologieal branch of the signalservice be putunder civiliae auspices. The navy he thinks should be at once pat on a better basis, unless it is to remain simply “a sbabby ornament.” And he laysemphasis on the fact that It ts not alone necessary that ships should be new. To be of any usefutness, they must represent the most advanced progress of naval science. ‘The President takes tne responsibility for the policy of the post office départment towards the steamehip companies carrying the foreign mails, He approves the attitude which Mr. ‘Vilashas assumed towards the eompanies and argues that ts was theon!y proper course forthe government to pursue under the circamstances. ‘Phe abstract question of subsidy he refers to ‘Congress aa.@ matter properly within its juris diction. S Mr. Cleveland takes a hopeful view of the ‘qorts in progreas to elevate the condition of ‘Me Indians, and he pays a high tribute ta “the self-eacrificing snd pious men and women” who are laboring to rescue the race ‘from degrada- ton. He suggests that » special commission bee.created to be charged with the duty of ascér- taining the needs of the Indian and- the best method of meeting them. Asa rale, the be- havior of the Indians during the year has been erderiy and encouraging. ‘The land iaws, he thinics, must be adjusted to the altered conditions of population in the far ‘west, The growth of that part of the country bas enbanced the velue of land, and made a zevision of laws aifecting the rights of property wery desirable in order that the small pro- Pieter may be sufficlentiy protected. No part of the message will be read more eagerly than thst which bears on eivil service reform. On this point Mr. Cleveland ts as do- cided as was to be expected. He lays down the Principle that “no public position should be a reward for partisan service,” and argues that any other theory is franght with danger tw the mation. The President devotes considerable attention tothe needs of the fefleral capital, and-what he says on this point hax a general as wellas a local Interest. He urges Congress to provide for a suitable District buliding and for @ new baild- ing tor the-national Mbrary. ‘The message throughout is characteristic of ‘Mr. Cleveland in the clear-cut, explicit declare tion of his views, allowing no man to mistake them in any partieutar. a The “twin relie” must go. The Mormons might as wall understand tt first as last. If they insist on polyzamy, they must find another country. There is all Asia, for instance, a large place, with « great diversity of climates, where plural marriage isthe fishion. In Africa, also, they would find congenial neighborhoods. But in this country, as that tistic philosopher John L.
