NOYES. ‘The Evening Star bas a regular, permanent bena Side daily circalation more than treble that of any ether daily paper published in Washingtow, and equal to that of all the ether daily papers here added together. The revivai of interest in our national de- fenses will gain for the reports of the Secretaries of War and the Navy, a very general and atten- tive reading. Secretary Endicott does not deal to any extent, however, in a discussion of the means to strengthen our shore defenses, and the efficiency of the regular army and the militia, reserving such comments for future communications. His principal reeommenda- tion, at present, is that the scientific work of the signal office be divorced from military con- trol, and conducted hereatter under civilian auspices. In taking this position the Secretary reflects the almost universal opinion of sclen- tific men and of the public at large. It is absurd tocluim that the interposition of mili- tary discipline is necessary in order to train and regulate a body of competent men to observe the weather and deduce from the facts thus col- lected, meteorological laws. As well might it be argued that the military system is necessary to: govern the life saving stations or to secure efficiency in the mail service. The Secretary of the Navy has more urgent ‘ceasion than Secretary Endicott to consider the needs of his department, as it ts rather In the navy than in the army that our chief weak. ness as @ military power exists. Or rather, pe haps it should be sald that the nation is more exposed to attack by methods which would call for naval warfare, so that special care should be taken to maintain this arm of the service in an efficient condition. Secretary Whitney, in his report, shows that he has given intelligent con_ sideration tothe question how to pnt the navy on a better footing. Tothisend he recommen am expenditure estimated at $16,069,950.24 above what is needed for the ordinary expenses Of the service. Of this large sum $10,503,770 is asked for the increase of the navy, 34,202, 656 for the completion and armament of the double-turreted monitors, and $4,268,337.41 for public works and improvements at the yards and stations. The vessels now under construc- tion, the Secretary thinks, may do asa begin~ ning, but are not equal to the requirements of thetimes. Mr. Whitney advocates a thorough reform in the administration of the department- In connection with these two reports there is sppropriately published an open letter from -Mr, Tilden to Speaker Carlisle, in which the writer makes @ strong plea for liberal appro- priations for better harbor fortifications.
