WOODWARD & LOTHROP, An election big with the destinies of England is about to be held, as the voting for members of the new parliament will begin in a few days. ‘The next house of commons must pass on sev- eral questions of supreme importance, among them the relation of Ireland to the empire, and the disestablishment of the chureh, The elec- tion, therefore, bas a general interest, for its result will affect the world at large. The next house of commons will consist of 670 members, so that the winning party must have 836 votes. At this time, on the eveof the election, it in quite doubtful if either party secures this clear majority, and for that reason the Parnell contingent may be able to hold the balance of power. In 1880 the liberals elected 414 of their candidates, and began their gov- ernment with = powerful majority. But this large and strong force dwindied, little by little, till, last summer, Mr. Gladstone found himself im the minority, with no resource but an appeal to the country. A late estimate of the situation gives the lib- erals, at the most, 350 members in the new house, while 310 is mentioned as # safer guess. ‘The tory leaders are claiming all the way from 265 to $00 seats. Thus it will beseen that they do not expect to get a clear majority, and can ealy hope to ruje by an alliance with the Par nellites But everything ts In doubt, first because of ‘the contusion of issues, and second because of the new basis of suffrage. it is hard for the old Voters to tell what they are voting for, and it baffles all calculation to predict how the two million new voters will throw their ballots. Hence speculation is quite at fault, though the Mberals seem to have rather the better chance Of victory. _. ‘The treatment of the Indian question in Gen. Sheridan’s report will be read with special at- tention, and, in some quarters, with surprise. ‘On two points he puts himself in accord with those who have contended for a humane policy. He advocates giving the Indians land in sever- alty as soon as possible, and he takes the ground that the army is not the proper body to entrust permanently with the management of the red men. With reference to this matter, which has given rise toso much controversy in the past, Gen. Sheridan writes: “When @ tribe vecomes refractory or has worked itself into # state of open revolt, its lemporary transfer to the control of the mill tary for purposes of discipline, as has recently been done with the Cheyennes and Arapahoes im the Indian Territory and the Apaches in Arizona, will be found of benefit, but the per- manent control of the Indians is not desired by the army at large.” This explicit statement from the general of ‘the army should finally dispose of the move- ment to transter the Indian bureau to the War department. $$ Mr. Gladstone's candor may be a trick, as his enemies charge, but itis certainly in refreshing contrast to the cant and lies of the ordinary campaigner. In his speech of yesterday, for in- stance, he admitied that the Soudan expedi- tion was a blunder: he said he had no fault to find with the way in which the tory ministry Were conducting the Balkan negotiations, and he confessed that his recent utterance on church disestablishment nad been coldly re- cetved. But he made an effective point In conclusion by asking that the liberal party should be Judged by the general quality of the work it hhas accomplished, despite its faults and blun- ders. It it was seen on inspection that the Iib- erals bad done better work than the tories he ‘would say that they will persevere in the appli- ation of their principles for the benefit of the people. ——— — The attitude which the Roman Catholic chureh is assuming toward the sale and use of intoxicating liquor in this country is worthy of note.” While always opposed on general prin- ciples to intemperance as one of the vices, the Catholic chareh bas not, until recently, taken ‘an open and aggressive stand against tne liquor traffic. In most of the Catholic countries the use of wine and other liquors, as beverages, has been almost universal; and time out of mind the excellence of the wine cellar of monasteries has been proverbial. But within a few years a strong temperance movement has made head- way inthe chureh in America. And now we are told that the whole authority of that church is to be thrown against the grog-shop. If this be true, the temperance cause will have an ‘ally whose strength can scarcely be over estimated. rs Servia putin another good day’s work yes terday, and the prospect is that she will speed- ily settle the present trouble to suit herself, gies the great powers come to Bulgaria's relief. It is unfortunate for Prince Alexander, of Bul- garia, that in this emergency he has few real friends. He is regarded, very properly, as a stranger snd interioper by the people over whom he was set by foreign powers, and he has managed to offend both Russia and Turkey by his course in recent diplomatic intrigues. It looks very much as if his short reign were fated to have an inglorious end. $< According to the statistics of Col. Switzler, the year which ended June 30th showed falling off of $93,251,921 in our foreign com meree. At first sight this fact is discouraging, but it does not necessarily imply an unsatis- | factory state of trade. The loss is nearly all in imports, the decrease on that side of the ledger | Deing ninety million, and the articles affected ‘re sugar and molasses, silks, wool and iron. In these articles, and Particularly in the case of Sugar and sili, there has been a special effort to encourage domestic production, and the result may show in a decrease of imports, a In proof of the proverb that there is nothing ‘new under the sun, we read that Greece Is about to invade Macedonia. The troubles between these two countries began some time ago.
