THE EVENING STAR WASHINGTON SHURSDAY.. ‘The Evening Star has = regular, permanent bewa fide daily circulation more than treble that of any other daily paper published In Washington, and equal to that of all the ether daily papers bere added together. ‘The new Pension office building from its aize and elevated position mounts up ina way to command observation. Itis of the barn-style of architecture, designed to give the most space ‘within its walls at the least cost for construc tion. Asin this structure, however, three im- mense barns are placed criss-cross one above ‘another there seems to be considerable space lost under the steep-pitched root of the top barn. Ifavatlable space and cheapness of con- struction, without regard to architectural ‘sppearance, are to be considered in the erection of government buildings, it is suggested that the flat-roofed octagonal, or railroad round- house style of architecture would aiford the maximum of room at the minimum of cost. But if the country is too poor to consider the matter of beauty, grace, or dignity in Its public buildings here, it should at least place Its plain cheap structures in some inconspicuous post- tion where they will not challenge criticism. a ‘There will be some fauit found with the Post Office department because the report for the past fiscal year shows a deficit of $8,331,571. But criticisms of such a sort will be wholly ‘wrong. As well might it be objected that there tea large annual deficit in the War or Navy de- partment. The Post Office department is not Yan to make money, but to serve the public in- terests. Indirectly it pays for itself a thousand times over by means of this service, precisely as thie other departments give back the people the money raised by taxation in the shape of the benefits of good government. ‘The deficit, so-called, in the Post Office depart- ment is due mainly to the reduction in the rate ‘Of letter postage. This was one of the most use- fal and judicious acts of legislation which Con- gress has done of late, and not the least valuable feature of it is that by this means the danger- ously large surplus revenues of the country are, to the extent of the deficit, advantageously ex- pended. ae oe The free-traders are holding a little congress of their own at Chicago, and are deciding & number of things to their ownsatisfaction. As usual, they are disgusted at the obstinacy of the eleven other Jurymen, and they have con- cluded to see what effect a small sum of money will have on their conversion. Hence a fand of $20,000, of strictly American gold, is to be raised to be used in bringing the public to accept the economic views of Cobden and Bright. It fs noted as an encouraging sign that certain business interests are now ranging themselves in favor of free raw materials. To some degree this is true, and the fact 1s worthy of attention. So long as the manufacturers, as a body, were opposed to tariff reduction, argu- ment upon the subject was almost idle; but if the interests of this class are now seen to be hurt {n certain directions by a comprehensive Protective policy, the theoretical free-traders ean depend on useful allies among those whose business is thus injured. ————————— Mr. Gladstone fends off discussion of church disestablishment in England as premature. This is a convenient plea by which to avoid trouble, but it has no other merit. The discus- sion is not premature if the people are interest- edin the subject and wish it discussed. 1t is not for Mr. Gladstone or any one else to decide for the people what shall be the topics of cur- rent thought and controversy. <a ‘The great lakes have been jealous of the At- lantic ocean for a long time, and to assert them- selves got up a shipwreck which compares very favorably with anything which salt water navi- gation can brag of.
