—_ THE EVENING STAR WASHINGTON: ATURDAY........... NovembeF7, 1885. CROSBY 8. NOYES..." Editor. ‘The Evening Star has « regular, permanent dena Ade daily circulation more than treble that of any other daily paper published in Washington, and equal to that of all the other daily papers here added together. Another Monument Wanted. On the 12th day of October, 1892, will occur the four hundredth anniversary of the discovery by Christopher Columbus which ultimately led to the settiement and civilization of the western hemisphere, and the establishment of a number of independent, prosperous and progressive sovreignties, An event which opened the door to such momentous results ought to be fitly celebrated by all the countries which owe their existence primarily to the faltb, courage and perseverance of the great discoverer, and, most of all, by the United States, the greatest and freest, the most enlightened, and the most pros- perous of the splendid constellation. While there can hardly be two opinions as to the propriety of such a celebration, with a special and fitting recognition of the crowning passage in the career of its central figure, there ‘will of course be a diversity of views as to the Precise form a memorial observance of this character should assume, and the detalis by Which it should be marked. All must agree, however, that to adequately symbolise and properly perpetuate the sentiment which prompts the proposed celebration, something Roble in conception and permanent in char- acter Is necessary. Naturally the popularmind will turn first to a monumental structure, of some form or other; and the voice of the coun- try, could it find expression, would doubtless favor the erection at the national capital, by the direct action of Congress,of a sculptured group which would portray the form and fea- tures of Columbus, and at the same time tell, through the medium of suitable emblematic ac- Pessories, the story of his marvelous voyage and its unmatched outeome,—and the thought would naturally follow, of course that the structure should be completed and dedicated with due ceremonial honors on the quadrennial anniver- sary of the event it is designed to commemo- rate. It may and no doubt will be said that in the matter of erecting monuments and statues the country has of late years moved somewhat too fast and with too little regard tor the unities of art and history. This is In asense unfortunately too true. But surely noone can pretend that ‘as a people we have been hasty in the recogni- lon of Columbus and his achievements, nor will any one be likely to say that they should not be recognized in the most imposing and enduring manner possible. In this respect the United States appears at great disadvantage ‘when compared with other countries whose ob- ligation is at least no greater, and whose abil- ity to fitly express it is certainly much less. The Republic of Mexico, for example, has al- eady erected in her capital city a massive and handsome sculptured group in honor of the hardy and adventurous sailor. His bronze effigy adorns the port of Aspinwall in the United States of Colombia, The city of his birth bas fitly acknowledged the Inster con- derred upon her by her illustrious son in the erection of an elaborate and beautiful: marble statue, with subordinate figures, in one ot her most prominent squares. Barcelona, where Columbus made report of his discoveries to his royal patrons, has also paid him suitable honors by costly memoriai structures, It other cities 1m Italy and Spain, and in some also in the new world, has his memory been similarly hon- ored, many of the testimonials being-imposing and costly, other less striking and expensive, But all conceived and executed tn the most liberal spirit of graceful appreciation. Yet the people of the United States have been silent a@ud idle all these years! Shall it longer be said, to their shame, that they are too busy ‘with other things or too niggardly to properly honor the memory of the man to which somuch is due? Itis possible that some other form of memorial than that suggested above may be preferred. If so, well and good, so faras THE STAR is con- cerned. It is wedded to no particular expres- sion of the idea underlying these paragraphs, and has nothing to insist upon, either in regard to general design or details. Its purpose is sim- ply to present the subject to the public now, ‘trusting to time and to the patriotism and good taste of the people of the United States to crys talise tne thought into suitable and substantial shape. Only, there is no time-tospare, Let ‘this not be forgotten. Seven ull years are none too long a period for the conception and creation Of a structure, whatever form it may take, ‘which shall be alike worthy the nation that erects it and the event it is intended tocom- memorate. And it onght to be understood, ‘Wo, from the beginning, that whatever is built shall be no insignificant or cheap trumpery af fair. The thought of expense is the last one that should be taken into consideration. The coun- try is rich enough, appreciative enough, it is to ‘be hoped, and broad and liberal enough In its ‘views, to build, when it pleases, such astructure a8 bas no parallel of its kind in the world. And such an one it should build for dedication in 1892. An eventso striking in itself and so preg- nant in effects upon the history of the human yace can only be worthily perpetuated by as moblea monument as the geniusof mancan conceive and the wealth of a rich and generous nation call into form. ———— It looks very much as if public sentiment all along the Pacific coast was inclining towards a policy of foreible ejection of Chinese settlers. For years the people of that section have been practically unanimous in favor of expelling the Mongolians, but heretofore they have been con- tent, in the main, with efforts to accomplish their end by means of local and federal legisia- tion. But the Chinese still hnger and, lke'the children of Israel, even seem to multiply under oppression. Hence the popular feeling is now settling towards more peremptory measures. ‘The labor organizations are uniting, and, sup- — by en they are taking the ground that the Chinese must go, peaceably if they will, but, if necessary, by force. It is almost idle to try to reason down such a Movement. Certainly nothing that is said on ‘the Atlantic seaboard will be taken with much Fespect or patience by those to whom the Chi- nese question is a “local issue.” They base their action on the simple law ot self-preserva- tion. They claim that the Chinese are taking the food out of ther mouths. They insist that ‘thelr own wages are not to be reckoned on a basis ©f compensation which presupposes a lower gtade of civilization. These objections are fanda- ental, and raise obstacles to the ordinary pro- cess of law which are well nigh insurmounta- ble. As a rule, such feelings are gradually dis- sipated through education, rather then sup- Pressed by statute. Abstractly, the Chinese have s right to settle in this country and get rich by underbidding native labor, tut practi- cally they will have an uncomfortable time of 2% while thus engaged. $< ___ “Sterling, who has succeeded Higgins as a Mational issue, has triumphantly passed the ‘€tvil service examination as a custom house ‘weigher, and it now devolves upon the Treasury Officers to decide, in the language of the Presi- dent, whether he has the “personal courage, energy, decision and firmness of character” to qualify him to fill the place of one “baving in charge two or three hundred men of the class with which a weigher has to deal,” The general ‘theory is that Sterling will be thought to about ‘Bill the bill. > ‘Young Mrs. Walkup, who openly married an sold man for his money, has deen on trial in Kansas for subsequently poisoning him with arsenic. But she has been acquitted on the theory that the husband used the drug medi- -cinally, aud that deposits of it became encysted im his stomach. Besides, Mrs, Walkup is very pretty. ———-=____ The government in Russia, as well as the nl- hilits, Knows a thing or two about assassina- Yon. The latest exploit in that jine is an attempt by Russian emissuries to kill King Milan, the plucky rulerofServia. But, with the usual luck that ettends these conspiracies, the Plot broke down at the critical moment. ——— With a leap-year forwardness, as It were,sum- ‘er lingers In the lap of winter.
