Mr. Parnell, Mr. Gladstone, and now Lord Salisbury have declared the issues of the campaign so that the fight may be said tobe fairly opened. It is to be noticed, how- ever, that all three of these representative men deal cautiously and somewhat vaguely with the questions of the hour. Evidently, they are watching one auother and are not prepared as yet to strike out boldly on an aggressive and clear-cut policy. Lord Salisbury, in his last night's speech, de- clared that it was the policy of the government to uphold the Turkish empire, and yet he a serted that it was not the duty of England to interfere in the present difficulties in Eastern Roumelia, which would seem to be rather in- conststent statements. He insisted on the in- tegrity of the British empire as against the Irish separatists; and favored an easier code of land laws, thaugh not of a kind advocated by the radicals under Mr. Chamberiain. He strongly upheld the auton of enureh and state. ‘The address is generally praised even by the Mberal newspapers. The Timex seems to like it least,though of lute “the Thunderer” bas shown & tendency to swing away from sympathy with Gladstone and the liberals, in favor of the tories. ————- =_-_ ‘The Rev. Dr. Curry, who has been selected by the President to succeed Col. Foster as our min- ister to Spain, isa man of distinction, of char- acter and of Varied experience. He received a collegiate education, then studied law, and practiced with success, fought in the Mexican war, entered polities and was elected to the legislature ot Alabama and subsequently to Congress as @ representative from that state, fought in the “Lost canse;” then. at the close of the war, studied theology and entered the min- istry, became president of a college and has held @ number of important trusts, the most conspicuous being the general agent of the Pea- body Fund, to which he succeeded on the death of Dr. Sears. He now turns a new leaf by enter- ing diplomatic service in a most honorable capacity. A man of such extensive acquaintance with lite should be well equipped for the office of a foreign minister, where the qualities of good Judgment, knowledge of aifairs and courtesy of Manners are of great importance. Our rela- tions with Spain are more delicate than with almost any other ioreixn power, and our min- ister at Madrid needs to be chosen with corre- sponding care. At first sight, certainly, Dr. Curry would seem to fill the bull. Bishop Taylor's quixotic missionary scheme, it seems, has already come to grief. It will be remembered that some time ago a colony of fifty persons under his leadership set sail for the west coust of Africa on a self-supporting basis. The Idea was to enguge at once in ngri- culture and the mechante arts, while propa ing religion, and thus spread the gospel without charge. The project was one that deiended it- self on theauthority of the usage of the primi- tive church, and In the hands of Just the right leader it might have succeeded. But the pres- ent experiment seems to have failed. It is re- ported that the colony are in destitute elrcum- stances, and are a cha: nt on the home churches, indeed, but on the loeal government 4m the Portugese settlcinent of Beguela, The missionaries have apparently the innocence of doves, but are lucking iu the wisdom of ser pents, though the latter quality Is peculiarly useful in a region where snakes are so common. a 5 eo ‘The report of the grand jury in the Rock Springs Chinese massacre case, in which no in- dictment;are found, fs not a satisfactory end of the inquiry. ‘The jury are careful to say that they are sorry that the information before them is too vague to justify action, and they declare emphatically that the riots were without ex- cuse, and tha? somebody ought to be punished. But “glittering generalities” are cheap.
