YESTERDAY'S FAILURES IN NEW YORK IM- PUTED To THEIR HATRED OF SMITH. The fuilures of Heath & Co, and Henry N. Smith, the big bear operators on the New York stock exchange, seem to be worse than at first reported yesterday. The Ifabilities of Heath & Co,, itis said, cannot fall short of $1,800,000, and may reach two million. Among their heaviest creditors is G. P. Moriaini, Jay Gould's confidential friend, whose claim is for $550,000 ene which, he alleges, he deposited with the firm mefely forsafe keeping, He hus attached the property of Heath & Co. This view is strengthened by the fact that the stocks of which Smith was short were largely those con- trolied by Mr. Vanderbilt, who has caused them to be steadily bulled for some time past, Smita was during the war senior of the old firm of Smith, Gould & Martin, the second partner be- ing Jay Gould, Sinee his connection with Gould was dissolved Smith has carried on his bold operations independently as arule. His frequent raids upon the market at times when Mr. Gould was {interested in sustaining prices are sald to have incurred for him the enmity of his former partner, and the story goes that Gould yesterdaymorning promptly refused to help Heath & Col by granting. them au exten- slon of time in which to deliver certain stocks of which they were short on Smith's account, re assets are supposed to be Wrercnxp Pavrens’ Pennsylvania state board’ of charities on -a tour of inspection visited the Allegheny county home at Woodville yesterday and found a wretched condition of affairs at that institution. ‘They report that the build- ings are totally unfit for the use to which they are put. ‘The rooms are over-crowded; there ig no drainage, the ventilation is bad and a ter- Hible odor pervades the entire building. ‘The cracked walls and ceilings {oster vermin and typhoid fever and other Infectious diseases. he inmates are dying offat the rate of one a day. ‘The matter will be reported at once to the departinent at Harrisburg.
