The New York city men, after conferences lasting through the night, gave upall hope of agreeing upon a can- idate to present to the convention. This fall- ure ended for the time the prospect for Corne- Mus N, Bliss, whom the Arthur and Miller men ‘wanted to nominate. Theraral delegates, who are ready to take Bliss if New York united on him, became disgusted and went back to Carr, Warren, Davenport, Wadsworth and others, Proposing to ballot until they could see where they, could concentrate. ‘THE CORNELL MEN AGGRESSIVE. ‘TheCornell boomecontinued to grow strong and ‘vigorous and the skilled Meutenants of the ex- governor waxed confident of his nomination, hey had worked tor a divided opposition and had succeeded, Their plan is to force the bal- Joting “and beat the disjointed factions in je The Arthur and Miller men still hope to find the man to play against ex-Gov. Cornell, and are working like beavers If Bliss is impossible they may go to Wads- worth. They will scatter thelr votes for a few, ballots and then seek to adjourn and combine. Carr and Warren will lead on the first ballot or two,but the nomination of either is improbable. The Night will finally come between Cornell and the man selected by the Arthur and Miller peo- ple. HARMONY ON THE SURFACE. ‘The convention is harmonious and peaceable ‘on the surface, but the old faction fires are still smoldering and may breakout at any moment. The plattorm will contain an anti-silver plank and strongly favor civil service reform. Senator Miller, the temporary chairman, made astrong bloody shirt and protective tariff speech. By Associated Press. SARATOGA, Sept. 22.—At 12:20 Mr, James D. Warren, chairman of the state committee, called the republican state convention toorder. Rev. Dr.8. V. Leach, of Albany, invoked the Divine blessing upon the labors of the conven- tion. He implored that the hands of the Presi- dent and other members of the federal gover ment be upheld by grace from above. The re erend gentleman also alluded to the delegates present as representatives of the party which lotted out the irreligion of slavery from the nation. The roll having been called, Chair- man Warren then announced that the republican state committee had agreed upon ator Warner Miller for temporary chalr- man of theconvention. ‘The chair appointed Hon. A. B. Cornell and U. §. Senator Elbridze M. Lapham to escort him to the chair. Mr. Miller was received with much enthusiasm, In his address Mr. Miller called attention to the fact that the republican purty of the state of New York for the first time in 25 years was confronted by both the federal and ‘state gov- ernments in the hands of the demoo- racy. By future generations the heroes of "the “late war, he id, would be placed alongside of the revolutio1 heroes of our first period. He advocated rigid adherence to the protection of American indus- tries and the American laborer. [Loud cheers.} “When we turned over to the opposition the «vil service of the government,” he sald, “no better civil service existed "under the sun.” Referring to the political complexion of the southern states, Mr. Miller maintained that throughout the length and breadth of that land there was not to be found a single government which holds the reins of government by the will of the people. The republicans, he said, to prove this statement, only asked’ for a fair field and a fair fight. ” Continuing in reference \ alleged illegal balloting in the south, Mr. Miller said the men who have managed the polis in that section would not eontinue to do the work without pay. Upon the question of the civil service of the government, Mr. Miller said the republican party had put the law into pract Une Sid: ere cominitved tou se! would suggest, howe that the civil service commissioners’ be at once summoned together and directed to jause providing that “all Jail birds and e: lets are forbidden to hold office.” "This, he thought, would greatly relieve the President of the United States. Mr, Miller closed by predicting a grand victory in Novem- ber next. The chair was authorized to appoint the several committees, and the convention took a recess until 4:30 p.m aut ose Latest Foreign News. YGHAN FRONTIER COMMISSION.
