FoounG THE GAUGERS.—A Cincinnat! dis- Patch says: The news comes from Washington that Madden & Hobart, of this city, who have been there answering a charge of using crooked barrels, have compromised by paying the gov- ernment $4,500. The investigation here was made under difficulties. It ix known, however, that this firm used 100 barrels with an over- thick bung stave and an overthick stave oppo- site the bung stave. The barrels were used over and over in transferring high wines from the distillery to the rectifying ‘house. The high wines were gauged hot at tle distillery, and, in Addition to the gain by fooling the gander with the thick staves, there was the fractional hulf gallon which the government doesn’t count, and which the shrewd distillers took care should always be present. THe SourH AMERICAN Commussrox.—The South American commissioners are preparing their final report, which will be transmitted to Congress by the President along with the eleven special reports upon the different countries which have beer forwarded from time to time to the Secretary of State and referred to in THE Star. The commission officially visited nine different countries. Colombia, Nicaragua and Honduras were omitted because of revolutions; Bolivia because her rts were blockaded, and Paraguay and Brazil because of instructions sent by Secretary Bayard for the commission to return by July Ist last. TRE SPECIAL DELIVERY STAMP ON MER- CHANDISE.—An inquiry has been made at the Post Office department as to whether the special stamp system which Is to go into effect October 4st will apply to merchandise as well as to letters. and whether packages having this stamp will be delivered.
