NOYES. ‘The Evening Mtar has = regular, permanent bona Ade daily cireniation more than treble that of any other daily pauper published in Washington, and equal to that of all the ther daily papers here udded together. New York is agreat and prosperous city, — ‘he largest and by far the richest in the coun- ‘ty, and these distinguishing characteristics she will probably always be able to retain. She is acknowledged to be the financial and com- mercial center of the continent; and the ptvotal point of nearly ifnot quite all the Industrial activities of the American people. The busi- ness metropolis of the country she is, but, strange as itmay seem, her people are entirely without that cosmopolitism which would nat- uraily be expected from her commanding posi- tion, the magnitude of her operations, and her jar-reaching and varied interests. Qn the other hand, thelr minds as a rule ran in narrow Brooves and shallow channels, shaped wholly by individual interests. They utterly lack that breadth of view and tolerant spirit which usually come from large intercourse with peo- ple of other states and countries. Residents and strangers alike must follow one style in Gress and deportment, and fashions must be changed at fixed times, under the penalty of Soclal ustracism. Her people are, in short, given to the habit of regarding nothing as good which ‘Goes not originate in New York or has not been plainly marked with the stamp of New York Approval. Even more than Bostonians, they believe that to be in and of thetr city is thesum of ail earthly attainment and reasonable hope. ‘They are furthermore notoriously Jess public spirited than the people of any other city in the United States. ‘The rich New Yorker is lib- eral aud lavish to the last degree in theexpend- iture of money toward his personal comfort or in ostentatious display, but when it comes to quietly opening his own purse tor the béendfit of ‘the community in which he lives he suffers immensely by comparison with the people of any other large city that can be named. It is, for example, one of the commonest things for New Yorkers to sneerat Philadelphia &s a provincial place, and as an overgrown country village; yet in the way of ratsing money Dy voluntary contributions for public purposes there has been far more unanimity of action aud much greater liberality, in proportion to wealth and numbers, In the latter than in the former city. Most conelusive evidence is far nisbed ou this point by the splendid success of the centennial exuibitfion in Philadelphia, in 1876, contrasted with the wretched failure of the proposed world’s exposition in New York a fow years later. The disgraceful experience of the Barthoidi statue ts another filustration where New York appears at great disad- Yantage, and still another glaring Instance 1s furnished by the projected monument to Generul Grant in Riverside Park. However the apologists for New York's back- ‘Wardness in these respects may console them- selves, they should know that it has earned ‘the contempt and derision of the entire country outside of her city mits. These are plain words; bat they are the truth, however unpala- table it may be. The indisposition of other places to contribute to the memorial to Grant Which New York proposes to erect, does not come, as her Journals allege, from jealousy of that city, nor yet from dissatisfaction with the place chosen for the great soldier's tomb. It Fests on a far broader and deeper foundation than that. It is based solely on the clear con- ‘vietion that New York has not herself done ner duty nor anything approaching her duty in the premises, and does not show signs of any dis- Position to do it. More than two weeks, in Which Grant has been the center of all men’s thoughts, have gone by since contributions for the structure were invited, and yet the beggarly sum that has been given for the purpose by the people of that rich and populous city would have been doubled, under the same cireum- stances, by the quick and willing gifts of any city in the country containing a hundred thou- sand inhabitants. Other places deeline to eon- tribute to the New York monument, not be- cause they are jealous or envious of that city, but because they are ashamed of her. She ought to be ashamed of hersell. ———— the pending campaign in New York state ‘will be watched with mucl: interest all over the eountry. In a certain sense the adminis- tration is on trial, though It Wouild bé unfair to take the vote as too specifie a yerdict. It is claimed by the President's friéhds that he will take no share whatever in the contest, but even ithe really does keep aloof he eannot wholly reparate the party In the state from the party ‘at large as represented by his administration. It will be judicious for the President to avoid ‘a8 far us possible all responsibility, for the strug- gle can scarcely fall to show democratic losses over the phenomenal victory by which Mr. Cleveland became governor. New York is one Of the closest and most doubtful states in the Unien, and Just now the uncertainties are greater than usual, owing to the disaffection of Tammany and the large Independent vote. It Will be very difficult to nominate aman who eau poll the full democratic vote and also win the suifrages of the mugwumps. The New York Times warns the democrats very plainly that Gov. Hill cannot get the independent vote, and yet he seems to have captured the majority of the delegates te the nominating convention. $< 2 Mr. T. C. Crawford writes to the New York Worl@from Saratoga that the famous corre- spondence Letween the President and the en- dorser of an uuworthy candidate for office related to the appointment of Mr. Low, of Michigan, to the Utah bench, and that the eul- prit is no less a person than Don M. Dickinson, ‘one of the leading democrats In Michigan and & man who is supposed to enjoy the special eon- fidence of the President. This may be guess Work, and it may be dented, even if it is the truth. There is u good deal to be said in tavor of giving the public the real names in this cor. Tespondence.
