The spread of cholera into France, with a Pretty large death list in Marseilles yesterday, isan admonition to the health authorities of ‘this country that all danger from the disease for the present season has not yet passed by. There is considerable hot weather yet in store for us, and should the epidemic ouce gain a foothold in some of our larger cities there is rea- son toapprehend that, before It could be stamp- od ont, the mortality might be as great there as Athas been in some of the cities of Spain. The only hope for immunity lies in a careful quar- antine and the most scrupulous regard for sani- tary laws, and these precautions should not be intermitted for a day in any locality. << The Secretary of State will have thesympathy ofall Americans, and especially of all who have traveled abroad, in his efforts to improve the tone of our consular service. But the radical evil can only be remedied by Congress. At Present, salaries in that branch of our service are absurdly small. The consequence fs that the oc- cupants fall into three classes. First, the im- Pecunious, who are glad to take anything; Second, rich peeple, who are desirous of social distinction, and are willing to take place for whatever honor may go with it; and third, ig- Borant persons, who imagine that there is much more money and glory in a consulate than the fucta warrant. A fourth class might include in- valids who have an idea that a particular cli- mate may benefit them, and who take office in | order to have a livelihood and easy occupation im ther search for health.
