THE EVENING STAR. WASHINGTON: WEDNESDAY. July 8, 1885. ROSEY S. NOYES. The Evening Star has a regular, permanent bona fide daily circulation more than treble that of any other daily paper published in Washington, and equal to that of all the The Pennsylvania republicans, at their con- Vention now in session in Harrisburg to nomi- mateastate treasurer, have framed a platform Which shows that the historic issues of the two Parties are yet the planks to berelied op in the campaign. These are specified to be as follows: A protective tariff; the non-importation of con- tract labor;. a reformed™tivil service; free suffrage; sound finance; ‘the treasury to be barred against rebel claims; tommercial inter- course with American equntries to be fostered by subsidies; the cause of labor to be defended, and encroachments of foreign capital in land speculation to be withstood. A special demand is made for the repeal of all internal revenue taxes, except on spirits, and the imposition instead of still higher tariff dyties to keep up the revenues. It cannot be said, therefore, that the defeat of the republicans last fall has moderated their views on the issues of the campaign. Both in Pennsylvania and Ohio the party goes forth to meet jts ene nder the old banners. eo & significant feature in the Cleveland riots, which is becoming a famiijar one in all similar disorders, is the fuct that the lawless element is of foreign or! jand the rioters are almost excl es and Bohemians, so largely so that the speeches at the meetings are entirely in the languazes of those people. It may be said to be ee eristie of the labor troubies of the day are instigated and conducted by ae and this Tact adds h to the position of those who hold that the nation should discourage the importation of droves of ignorant and vicious foreigners who are willing to work cheap because their eircumstances are desperate. This asily becomes a nu: nd a menace tothe com- munity where itis introduced, It breaks down the native laborer. and before long itself be- comes discontented nd laywles $< << A little while lebrated her- self by openin; most ele- gant hotels int her sister city, St. uigurated another mammoth caravansery, which cost, when ready for occupancy, about a’ million dollars. Thus are the twocities made doubly attractive, a while hoth the establishments are expect be made dire $s financial inv ments, it is greatest possible a they will beof the toall the business interests of the nei ood. The same re- sults would follow thi ng of umense and thoroughly first-class hotel in Washington. That is one of the great needs of the city,at the present time; and business men, especially those interested in real estate development and values, can do no better service for themselves and for the business interests of the city gener- ally than to take up the once and push it forward to r ion without del The season of 15 ht to find open in Washington the largest, finest and best equip- ped hotel in America. , could not ex. pect mugh mercy trom democrats, and the only wonder is that the President was advised to appoint him to the desirable office of a gov- ernment director of the Union Pacific railroad. As might have been expected, the New York Sun and other democratic newspapers came out fiercely against giving honor to one identified. s0 closely with the republican cause in the Til- den-Hayes trouble in 1876. clearly a mistake, from a democratic point, and Mr. Noyes has promptly relieved the President from embarrassment by declining the place. A mysterious feature in the ease is that the appointment was made, jt Is said, at the se lly, and that sub- sequently M ed the office also at Gov. Hoad Tequest. ————— aro on Street car travel in Chicago will not be an unmixed evil if it feachés the people of that city to rely less upon that method of transportation and depend more on their legs. The habit of riding short distances has become altogether too common With the inhabitants of most American cities, and anything which lessens the indulgence will prove to be an advantaze to most people, both in point of better health, which comes with ju- dicious exercise, and money saved for other and Better usi rather ew’ . S. commis sion to Ame yy the President of Chili, One is that that country is compara- tively Independent of other nations, in a com- Mercial sense, and can therefore afford to be Indifferent, and even discourteous, without fear of unfavorable finan results. The other is that the foreign policy of that govern- ment is virtually contro by British in- fluence and British interests, and hence that friendly relations with other countries likely to change the pre: are not to be eneouraged. These benefits will a come, it is safe to calculate, with the other ad- vantages of competition. og It is estimated that six million dollars’ worth of firecrackers and fireworks were burnt on the fourth of July; and this total does not include the numerous fires that are caused by the cele- bration of the day, involving the destruction of valuable property. This is a large amount of money; it would buy very many loaves of bread, and possibly convert numerous heathen. But it gave young America an enormous Smount of satisfactic: $< 9 It has long beech aconsolation fo the ambi- Hous small boy that he would be a man before bis mother, but the train of does not always hold good. The charge is not a new ope, nor is it one that has been or will be allowed to go unchallenged. And patriotic American editors are quick to Temark that however true it may be that intel- leetwal ladies in England are neither pretty nor neat, it 1s not at all so in this country. The controversy is one not easily decided. Mu€h depends on standards of beauty, habits Of society aud theories of life. It 1s certain that the higher education of woman in this country Goes not result in an pain But for some reason, society in England runs to ex- tremes. But, whatever the reason, it Is certain that the female “guy” may be seen in England in her most finished Perfection of odiousness. As there is no more Beatitiful object’ in natare than the typically at Epeteh woman, so there is no more ally isi being than her unfortunate Yister, the true English guy, But it is not alone among the “ bluestock- ings” that the guy is to be found.
