Hay and Miller, attorneys for Mr, Clark, objected to the introduction of evidence concerning alleged defects in the construction ofthe City Hall building, except such as related to the defects specified in the charges, Tho question raised was submitted by Major Jonas to Assistant Secretary Muldrow tn a letter. Assistant Secretary Muldrow, in reply, stated: “In court of law,I think, this charge would be bad pleading in an indictment, or even a declaration. The object of this investigation, however, is to obtain facts to be submitted to the Secretary of the Interior affecting the official conduct of Architect Clark to enable him to form a judgment as to whether there is just groun oreomplatntof maladministration made ainst him by the prosecutors of this case. ‘ith this view, a greater latitude on both sides has been indulged in the investigation than would be ordinarily ‘mitted in @ trial in a court of law.
