Lopox, June 11.—The queen has made an appointment to confer with Mr. Gladstone on the present crisis in British political affairs, ‘The conference will take place next Saturday at Balmoral castle. ‘The queen has arra: return to Windsor castle on the 20th inst, THE QUEEN TAKING THINGS LEISURELY. The Standard says it is understood that the Queen has requested Mr. Gladstone to transmit to her his views in full on the political crisis, in Onder that arrangements may be made to avert an immediate change in the British ministry.gy NO CHANGE IN THE MINISTRY PROBABLE FOR SOME TIME, It {s not e: , the Standard continues, that the queen will Accept the resignations of the ministers, or that any final decision will be reached concerning the question of changing the government until her majesty's return to Windsor castle. The conservatives can do nothing, the paper argues, until the queen's wishes made Known, and in the meantime it is doubtful if the liberal cabinet can hold together, 80 great are the differences at, present existing between its members, There ex- ists a suspicion, which daily deepens, the Standard further declares that the Glad: stone ministry courted their recent defeat for the purpose Of concealing behind its excite- ment their own dissensions, The statements made since the defeat, by some of the liberal members who absent themseives from the vote on the fatal division, show that the government might have saved themselves on vote if they had cared se- Tiously to do so. A GERMAN VIEW OF GLADSTONE’S RESIGNA- TION. BERLIN, June 11.—German diplomats allege that one of the causes, and the greatest, of the resignation of the Gladstone government was the laliure of the secret mission of the Earl of Roseberry, British privy seal, to Berlin. These pense how assert that the object of that mission was to secure a reconciliation between Mr. Gladstone and Prince Bismarck. Another cause is suid to have been the failure of the Right Hon. Joseph Chamberlain's recent secret mission to Paris. Mr. Chamberlain's trip to Paris was, at the time it was made, an- nounced to be simply for pleasure and recrea- tion. Officials in the Kaiser's foreign service declare, however, that Mr. Chamberlain was sent to the French capital by Mr. Gladstone for the purpose of obtaining from M. de Freycinet, French minister for foreign affairs, an Anglo- French alliance on Egyptian affairs. This was to ve based on tnequal shares in the control of the country, English control to be paramount, the consideration to be accorded — Frane being an embassy from King John, of Abyssinia, the establish- ment of which in the kbedive’s dominions and relations with England would prove coun active of Italian designs. It is declared th the failure of both these missions greatly dis- couraged Mr, Gladstone, who, losing heart at the discovery of what believed was Pp hostility against ind entertained by her immediage continental neighbors, suddenly awoke to. keen sense of the failure of his foreign policy and concluded to abandon political lite. ee The Ameer’s Death Reaffirmed. WHAT PROMINENT DEMOCRATS SAY ABOUT IT. In connection with the recent defaleation in the New Orleans sub-treasury, several plans for protection of the government from such risks have been considered by the Secretary of the Treasury, but none yet have been adopted. A plan submitted by Treasurer Jordan is to abolish the sub-treasuries and todistribute the government money among the first-class banks in the cities where sub-treasuries are located, the deposit to be secured by UnitedStates bonds, as the national banks secure their circulation, The idea of this fs to relieve the government of all the enormous expense and risk o itsown money. The additional oj the plan would be toconfer conspic tages upon all the cities so. by adding many millions to their active capital. The idea ts to inelude all first-class banks at the different points where sub-treas- uries now exist. so that the benefit may be fairly distributed, ‘The proposition is to make first trial of the system at New Orleans. ‘The plan hus not yet been adopted, and there is ation by g.alvision of opinion ax to ite merits among | democrats with whom THESTAR reporter sp upon the subject. Most of them expre a desire not to be quoted until they could look into the matter further, but expressed th pinion that the plan is in direct violatic rel established _princ stantially the dent Jackso ag: pression that the democratic party had alw taken grounds in direct antagouisin to. such a plan, Representative Geo. All this Was, of course, In direct antagonism to demo- cratic principles. It presupposes & surplus, and if there is a surplus, Tam in favor of paying the public debt. L want to live to see all the debts paid,” Hethought the scheme a very wild one. Representative Wilkins, of Ohio, thinks that the scheme is wort mature eonsideratio He says it fsa sound business proposition, but it would take a little time to satisfy the country ofits merits, “He thinks It would at first be Fo- garded by many ax ascheme in the interest of the banks, but that this idea would yield to In. telligent discussion.
