210 PY as Bd THE EVENING STAR. WASHINGTON. ‘The Evening Star has 2 regular, permanent dena fide daily circulation more than treble ‘What of any other daily paper published in Washington, and equal to that of all the other daily papers here added together. ae as pict ‘The people of Washington are to be congratu- lated upon the fact that within a short time, perhaps within a few days, the prominent source of poliation of the Potomac water supply will be cut off by stopping the leakage and arainage of the canal into the conduit head. Capt. Symons Is giving his entire attention at present to the District water supply, with the view of Increasing its purity by shutting off all contaminating influences, as far as that can be » gecomplished by engineering skill, His first “fT yt Imbors will be performed at Great Falls, in put- footing {ato effect the plan hitherto detailed in ‘Tue Srar for preventing the tluw of any of the Wal canal water into the river just above the @onduit mouth, He has all the men and appl!- ances necewary to effect the desired chanze, ‘and will set them to work Just as soon as the eanal authorities Indieate their formal assent, This, 1t1s believed, will be forthcoming In a day or two, at most, as the highest canal officials have expressed their willingness to consent to the work, and only delayed formal consent In order to have an agreement drawn up in writing which wili effectually proteet the canal from any Injury. It will requive but two or three days to close the present wast~-weir, open @ new one below the conduit, and close the tumbling dams or overflows above the dam. AS a more efficient protection of the water, the government is to lease all the land: lying between the canal and river for half & mile above the conduit head. This land will be ¢leared of all stables and other buildings, und. Will be enclosed with a high fence, to prevent the pasturage of cattle or other animals upon it. As another measure of precaution the upper of receiving reservoir, which is ted in part by several small streams of unclean water, will be shat off, and the water supplied fom the river direct and from the lower reservoir. ft is the eustom of the officials to supply water from the eleanest source. For instance, when the river ismuddy after storms the condult gates are ¢iosed and the water supply fed from the reser- voirs, and when It happens that the river water 4s clearer than that of the reservoirs the city Is supplied direct from the river. Capt. Symons has prepared plans for carrying the water of the several small streams which now discharge into: the upper reservoir around the latter and pour- ing it through a tunnel into the river. In connec- tion with this work he says the reservoir ought to be emptied and thoroughly cleansed. Then, with its water supply coming from the river | alone, and proper precautions taken for the pro- tection of the river, the upper reservoir will be 4n condition to serve its purpose of usefyiness. Bat this important work net be done antil Congress shall provide the money, and mean- time the people of the city will, this summer, be protected against any danger of polluted ‘water from the upper reservoir by shutting it offentirely. It is estimated that it would cost about $200,000 to thoroughly clean the upper Feservoir, build the walls and dams necessary toexelude the tributary streams and the tun- 1 for carrying the water of these streams to the river. + = Democratic Congressmen in quest of places for their constituents have learned by experi- ence that the system of mutual ald by endorsing @ach others’ petitions does not work well with the administration. Democratic delegations from some of the states, before the incoming of the administration, thought to <mooth the way to office tor friends and party workers, by | avoiding all semblance of strife among them- selves. They would agree that recommends- tions for office from their state should be signed by the entire delegation. Exch member recom- mended the men selected by his colleague with- ont asking any questions about the fitness of the parties recommended. The members of dele- gations who were thus prepared to speak with Unanimity as to the fitness of candidates for ‘office In their respective states, flattered them- selves that they had smoothed the way to suc cess. But by some means the President got ‘wind of the fact that « gaine of “you tickle me and I'll tlekle you" was being played, and that In some cases Congressmen had endorsed applicants for oilce of whom they knew nothing: and it tarned out that the unanimous delegations did not get the appointments they soconfidentiy expected. Hence It Is not sur prising that the Ilinois democratic delegation attheir meeting Tuesday decided not to adopt the unanimous plan. <<< The national confercuce of charities and cor- qeetions which begins its twelfth annual session An this elty today will discuss questions of vital Interest to every community. The problems | Of the best methods of alleviating the dis:ress | f the poor, of the protection of society against erime, of the proper modes and gradations of Punishment, and of the reformation of the ‘eriminal have not yet been safisfuctorily solved, but the discussion of them by Intelligent phi- | Janthropists has been of benefit. It has re-| sulted tu the opening of new avenues of employ- ment for the worthy poor, hax decreased the number of professional mendicants, has worked | Feforms in prison discipline, and has restored Imany offenders to soclety as penitent and use- fuleitizens. The good results of the national conference are found in reformatory and re- | medial legistation adopted by the several states 8 the consequeuce of the annual deliberations, and the present session promises to be of more than ordinary interest, both on account of the | large number of de\egates which Will be present @ud from the number and variety of the sub- | Jects which will be presented for discussion. $$$ i The returns show an increase in this District | 4m the number of saloon Hquor licenses during the past year ofabout If percent. There has een about the same increas: in wholesale Uquor dealers’ licenses. There does not seem, however, to be a proportionate inereage of in- ‘temperance here. ee Minister Phelps starts in the banquet bust- ness in England about where his predecessor Aeft off.
