The Evening Star bns a regular, permanent bona fide daily circulation more than treble that of any other daily paper published in Washington, and equal to that of all the other daily papers here added together. Having falled to induce the Sultan to assume control over Egypt, the English government now proposes to Italy that she shall occupy the Soudan on the withdrawal of the British forces. Not long ago this proposition would have been Teadily accepted, for, with a war between Eng- land and Russia, Italy, by firmly establishing herself in the land of the Khedive, would have been enabled to carry out her policy of coloni- zation in conformity with the examples of other European governments. Italy has made rapid strides within the past twenty years, and she is naturally ambitious now to become re- cognized asa great power. Her occupation of Maxsowah showed that she wished to expand her influence and have a standing and recogni- tion by possessing colonial tributaries. She has found, however, that the climate of the Red sea littoral is not favorable for European colont- zation, and it is, therefore, not certain that she will now accept the legacy of the Soudan. It will probably depend npon the inducements held out by Englahd. An alliance, offensive and defensive, between Italy and England ean hardly be agreeable to the former pow- er, for the peace promised between England and Russia will be of such uncertain duration that Italy will want to keep herself free to act for her own best advantage inthe event of a definite rupture between those two great pow- ers. She is certatnly now in good standing, so far as her domestic administration is concerned. Her funds are at 98, her internal affairs are satisfactory, her army, while not large, is in good condition, and her navy is probably un- surpassed in Mediterranean waters. There is no doubt that she has for sometime been hoping to obtain a foothold in Egypt; but now that the opportunity has come to her she will likely consider earefuily the terms before she consents to take England’s place in propping up the government of the Khedive. i Hardly an ocean steamer reaches New York from Europe that does not report a thrilling ex- perience with icebergs, which appear to be un- usually plentiful and large this year. Most of the vessels record a very narrow miss, and occa- sionally a slight collision is acknowledged, when the shock has been so great as to arouse and alarm passengers. Considering the dangers from this cause, it is strange that masters ofthe fast steamers crossing the Atlantic do not go far enough south to avoid the immense masses of | ice which are known to be released from the arctic regions at this season. This, however, they do not seem willing todo, and some of them, it is said, run at full speed or very neariy at the highest rate, while crossing tields that are hardly ever free from peril, preferring to | make a quick passage for record, no matter how great the risk to life and property may be. By and by a vsssel will be lost from this cause, with all on board, and then there will be agreat outcry against such criminal recklessness; but, as usual, it will be too late. The way to stop the dangerous practice 1s to indict in advance the officers of a vessel against whom a clear case of fast running through the ice fields can be established. One would think a vigilant and faithful district attorney might be able, if so Aisposed, to find a law that will meet the ease. Laws intended to prevent murder ought to be enforced, as well as those providing for punish- ment after a crime has been committed. Secretary Manning Is sald to be in favorot im- proving the appearance of the paper currency ofthe country. There is undoubtedly room for improvement in that direction, but the point to which those in authority should give their at- tention is our metal coinage. Artistically con- sidered, it will not compare favorably with that of any other country making pretensions to taste, while some of the devices—that represent- ing the eagle on the new silver dollar, for ex- ample,—are just about as bad as can well be conceived. Another point needing official ac- tion Is that of issuing a uniform token to repre- sent the same value. The present variety of coins standing for one, three and five cents, re- spectively, is annoying to nearly every one not accustomed to handling money, and confusing tomany, particularly tostrangers in the country. The odd pieces should be gathered in and melted up as speedily as possible, and a single device adopted for each value. $$ Now that Mr. J. W. Drew has, to the great sat- Isfaction of a large cirele of friends, been acquit- ted of the charge of presenting false vouchers to the Navy department, it will be well tor its oM- cers and those of the government generally to guard in future against the slipshod and irreg- ular methods whieh seem to have characterised the business transactions of the bureau of medi- cine and surgery, under its late head, at least. But for gross carelessness or rascality in official Position frauds against the government are hardly possible,and by the machinations of dishonest subordinates the reputation of the Most honorable persons doing business with government is liable to be damaged. —$—$<— New York tsexcited over the charge that a State senator wanted to be paid for his vote upon a bill to establish a college of physicians and surgeons. The allegation is made by a rc- putable physician, who makes oath to his state- ments. The senator emphatically denies that he ever asked for money, and at present the matter seems to resolve itself Into a question of veracity between the two. It is not likely to end here, however. 2 oe Whether it is because patriotism is on the in- erease In the country, or because the fact rep- resents a growing demand for more holidays, it 1s certain that Decoration Day is becoming more generally observed each year. In either case the sign is a healthy one. The human sys- tem, like delicate machinery, will soon wear out when driven at the high rate at which the American people usually rush their business affairs, unless granted respite occasionally. More holidays are therefore not only popular in themselves, but really beneficial-in a sanitary and economié point of view. a The strike of the western iron workers is being followed by similar demonst rations in other parts of the country. Already the freight hands of the Kentucky Central railroad have struck; the miners in the Tennessee coal mines have stopped work, and Italian laborers and shoemakers in Massachusetts have quit on ac- count of Insufficient wages. It is not impossible that there may be serious labor troubles before the summer Is ove $< oe Sir Peter Lumsden does not believe that the expected peace between England and Russia will be of long duration. Sir Peter, having been snubbed by his own government, is not likely to look with favor upon the concessions made to the Czar's demands in the agreement which appears to be ready for ratification, but his assertion that the difficulty between the two nations has only been “temporarily smoothed over" is probably correct. —— $$$» << The appointment of George W.
