THE EVENING STAR. WASHINGTON: WEDNESDAY CROSBY S. NOYES... The Eveuing Star has a regular, permanent bona fide daily circulation that of any other daily paper Washington, and equal _ Other daily papers here added together. thority on questions pertaining to the principal economies of life, predicts that within fifteen or twenty years the city of Boston will be wholly Supplied with beef raised within an area of fifty miles from her own limits, and in support of his theory he avers that a four-year old steer can now be raised in that locality for $20. It is likely that Mr. Atkinson's expectations as to the future are somewhat extravagant, and it is probabe that bis estimate of the cost of raising cattle in Massachusetts at the present time ts too low, although it is tobe observed that he says nothing of the expense of fattening them for market, which is an item not to be lost sight of in any calculations that may be made on the subject. But, whether he is wholly or only par- tally correct, it is certain that a very large pro- portion of the fresh beef supply of the country can be raised much nearer to the points of con- sumption than it is now, and with decided ad- vantage to both producer and consumer. The two chief factors in the problem are, first, the selection of the best feties of stock for beef- making, and, after that, intelligent and persi part of farmers tomake the experiment a success, These essential points secured, and with the relations between land and stock properly understood and adjusted, a certain number of cattle can be maintained on nearly every farm, soas to become a sure and material source of revenue tothe farmer. and without interfering seriously with the other ordinary products of the place. Indeed, with Judicious management a smail herd ought tobe kept so as to be an advantage tothe soil instead Of a drain upon its productive capacity. It is certain, furthermore, that before many Years have gone by the supply of fresh beef must be drawn much more largely from the small farms east of the Mississippi than it now 4s. As the overbearing tide of emigration moves West the immense cattle ranges of the interior Will be broken up, and the vast areas of land voted wholly to grazing purposes will the homes of actual settlers, whose siness for a long time will be the raising ealsand the providing of food for home consumption. The yleld of from that se tion must, therefore, be greatly reduced. The of the cattle kings of the present day will y at an end, and their place in rel: tion to the markets of the world will be taken by those who join cattle raising in a moderate degree with tillage of the soil. ‘These are points that shonld not be overlook- ed by the farmers of the middle and eastern States. The odds against them as stock growers Will not then be so great as now, aud the single item: of expense saved from long transportation will alone be a material one in their favor. The change may not come as soon as Mr. Atkinson expects, and it will n at once general in its effects, as. a matter of course. It is pretty certain to come, however; and those who are wise enough to foresee the tendencies of the times and enterprising eno pt themselves to new orders of thingss they come about are the people who reap the earliest and richest har- vests. Motion to charge the expenses of registry on the general treasury resulting in a government majority of only Still even this we triumph for the premier, who has by hi ful tactics managed to pull through on every critical occasion. How long he can hold his followers if the falling off is in the same ratio as between the last two votes is a question. His adroit handiing of the vote of credit certainly commands admiration. IZ . which Secured a prompt vote w: question from the opposition, s remarkable for the information which it did not give and for the inferences which {t — per- mitted that war must come, but that the responsibility must be thrown on Russia. The opposition which he encountered at the second reading when It became known that the government did not intend war, and that the Khartoum expedition was to be abandoned Was ineffective because he furnished no tnfor- mation of the negotiations which were pending between England and Russia, although he promised a presentation of all the correspon- dence. In the third debate, Mr. Gladstone has won by takin; e ofthe lack of organi- zation of the opposition, and an assurance that an Afghan frontier had been secured in a man- ner which p y of the Ameer. With all his success thus far. Mr. Glad- stone's ministry is upon very critten! ground, and its overthrow would not be a matter of sur- prise. Itis probable, however, thet he will be able to tide over the period between now and the g: ion next fall. ——— Much has been said of the great opporta- nity which wiil be presented to this country for increasing our foreign commere war between England and Rus tensive merchant mari sed as belli > Ameri ¢ will be e: any annoyance of seizure, search, or capture. Philadelphia musicians are e: the: cited over what claim to be the introduction of contract labor to furnish the musie in Rid) The manager could not obtain a loc of about $1,500 per month, which he considered exorbitant, so he went over to Europe and con- tracted with the band that was playing in the Crystal Palace at Leipzig, at a saving of about $1,000 per month. An injunction to prevent the landing of the band when they reached this country was attempted, but they got ashore be- fore the writ was served, and then in the suit to Prevent thelr playing the manager came out victorious. So the little German band will con- tinue to play, and the Philadelphia hornblowers will probably be more moderate in their de- mands next sezson. ee ee Anexplanation of the reason why no bond calls have been made recently is found in the decline of government revent The receipts from customs and Internal revenue for the first nine months of the current fiscal year are $25,546,000 less than those for the correspond- ing period last year, and over $54,000,000 less than the same period for 1882-3. So for the Past two years there has been a marked falling of ia the government receipts. The estimate of Secretary Manning’s predecessor of the total Feceipts for the present year was $330,000,000, and this estimate allowed for a falling off*ot Over $16,000,000 from last year; but at the Present rate of decline the total loss to the reve- hues this year will be about $40,000,000. At this rate the troublesome surplus in the Treas- ury, which was so greatly commented upon by political orators during the last campaign, will take care ot itself without special legislation ‘a8 to its distribution. $< The investigation made by the Health Officer at the Great Falls shows that the allegations in regard to the pollution of the Potomac water were in the main true, and his recommenda- tion that all wastage from the canal above the aqueduct conduit be stopped, that the cana; bank on that side be made secure from leaks gate and over- | 991 pa ave, or seepage, and that the flood; flow be located below the dam, should be acted upon Without delay. energy ‘s brought to the task. a Prof. Riley's predicted grasshopper plague comes to time promptly, for the mischievous gryllus agiliis has already made its appearance May 13, 1885. ore than treble ablished in that of all the Repvcrioxs.
