Russell, command- ant of the Mare Island (Cal.) navy yard, direct- ing the discharge of foremen who, according to sworn testimony, practically coerced and con- trolled the vote of the yard in past elections, ticularly that of 1882. The Secretary says he has read sufficient sworn testimony to sat- isfy him that the men engaged in that proceed- ing foremen should be cleaned out of the yard in the interest of decent government, und adds: “If any similar proceeding ot anything like it, or any attempt to coerce the vote of the employes of the y: by foremen or superior officers, whether in the Interest of the dominant party or otherwise, I will apply a similar remedy.
