Eatitor. === ‘The Evening Star has a regular, permanent bona fide daily cire: jion more than treble that of any other daily paper published im Washington, and equal to that of all the other daily papers hrre added Whether it be true or not, as has been pub- Ushed, that the President and his private sec- retary recently iound their desire t tuke a Sunday stroll through the public grounds soyth Of the executive enclosure seriously interfered with and finally thwarted entirely, by encoun- tering locked gates on every hand, it is to be hoped that the powers that now be will give orders for the immediate removal of these un- sightly and unnecessary obstacles. They not only serve no good purpose, either to the eye or in fuct, but they exist without law- fal right. Especially {6 this true of the White lot gates on 15th and 17th streets. The original official plan of the city ealls for an open thoroughfare between those two streets south of the White House, and formerly it was a much traveled roadway between the eastern and western parts of the city. A desire to ex- tend the private grounds of the executive man- sion led, however, to changing Its course from a nearly straight toa deeply curved line. This action, followed by material obstructions to travel on that route, caused by the storage there of building material for the new treasury and state departments, eventually led to its Practical abandonment as a thoroughfare. The result has been aserious depreciation in prop- erty values on both sides of the reservation, slow and trifling improvements in the neich- borhood, and the congregation of an undesir- able population in a once favorite locality. It does not appear that any formal protests were made against this invasion of popular rights, or, 4€ made, that they were heeded, Those in ebarge for the time being therefore felt encour- aged to go a step farther, and set up the mas- sive and costly barricades now existing at the several points, so that the public might at will be excluded from the grounds altogether. Whether this was the purpose in view, or whether the real object was merely to pro- vide temporary work and afterward permanent places, as watchmen, ete. for an army of subor- dinates, is not elear; but it is certain that the thoney thus spent was wasted, aud, as is be- Meved, without warrant of law. But, whether the gates in question exist by proper authority ‘or not, they are not needed. That much is self evident. There is nothing in the space thus en- closed to be stolen or carrted away by visitors, and furthermore, there is no disposit fested here to remove or destroy publie prop- erty, asis abundantly demonstrated by the daily experience of all the small reservations scat- tered throughout the city, many of which have not even the semblance ot a low fence about them for protection. There is no reason to sup- pose that the whole streten of park reaching from 17th street to the Capitol grounds wouid not fare equally well at the hands of the public. The grounds embraced therein are not a royal Orprivate park, in any meaning of those terms. ‘Phey belong to the people, and the people should at all times have free access to them. Let all the gates accordingly be kept open, or, atill better, let them be removed altogether. ——————- = ____ It {s said that the independent republicans mean to hold President Cleveland strictly to account for his course towards Postmaster Pearson.
