Pennsylvania avenue was never sogatly deco- ted as it was to-day. There was no general scheme of decoration, but évery merchant and ouseholder followed his own ideas, The result Was a profusion of bunting and fluttering fags snd @ variety of design which made a most pic- turesque background for the splendid spectacle of the procession. Many business houses and iwellings in other parts of the city were also saily decorated. Next beneath is a banner representing the laws which it is the duty of thi utive to enforce, and below the figure of the Goddess of Liberty, typifying the beneficent purpose and effect of those laws.
