The following is the full text of the “Act for the protection of children in the District of Co- lumbia, and for other purposes,” as finally Passed by both Houses of Congress and approved by the President: Be it enacted, &c., That from and after the passage of this act the Association for the Pre- Vention of Cruelty to Animals for the District of Columbiashall be known as the “Washington Humane Society,” and shall be authagized to extend its operations under this act toPhe pro- tection of children as well as animals from cruelty and abuse. In pursuance thereof the said Society may cause its proper officers or agents to prefer complaints, before any court in the District of Columbia having jurisdiction, for the violation of any law relating to or affectin; the protection of children in said District, an by its proper attorney may ald in bringing tle facts before such court in any proceeding taken, See. 2. Extensive preparations are being made here by the order of Knights of Pythias for the cele- bration of the 21st anniversary of the order (which had its origin in this city), on Thursday next, and the general committee has aboutcom- pleted the arrangements, The celebration will be in the form of agrand procession, in which numbers of visiting knights will ‘take part, moving under the chief marshalship of Su- preme Representative G. J. L. Foxwell, from 1st street at 1 o'clock, g over the follow- ing route: East Capitol to 5th street east; to Pennsylvania 1 avenue; to B street Sout RO ast street west; ennsylvania avenue, the Executive Mansion; to Georgetown, Bridge street; to 32d; Dunbarton to Washington; Bridge; to Washington Circle; to K street, Ver- mont avenue, M street, 7th and G streets, to the Rifles’ armory. In the line will be Dé Kalb Lodge, of Baltimore, escorted by Occassia, of this city, and representatives of all the city lodges and delegations from other cities. The feature of the procession will be the mounted division of the uniformed rank of Baltimore and the Pythian and Monumental divisions of the same city, numbering about 200 In all, and uniformed divisions from New Castle, Del., and Long Branch, N.
