We groan over our unprotected | State and the extinction of our commerce, but at | @ time lke this our best protection is that our! principal neighbor has everything to gain by peace and everything to lose by war with this country. England already has almost all our forelgn cor merce, and to go to war with us would be a sutct- dal policy on her part, uniess the occasion $0 Imperative as to raise the Issue above all money considerations. And it takes a pretty big occasion to do that with our thrifty cousins across the Water. If the | cable reports are to be trusted, Mr. Kasson’s suz- gestions, carrying out what may be cailed the American plan, have been ignored, and a policy more in accord with European ainbitions has been | favored.
