The ques- Uons involved are, however, of the greatest tmport- ance, and wili be considered, no doubt, with the care they require. To enter on the policy mapped out by the administration will subject this country to criticism tn both Great Britain and France, and ‘We should be prepared to sustain ourseleves In any argument that may arise. England will claim that ‘We violate our treaty obligations, and France will see in thescheme a plan to ruin her canal at the Isthmus of Panama. The treaty will bind this country to a colontal policy heretofore avoided, but perhaps now no longer feasible in view of the closer Felations of commercial nations springing out of the improved facilities of intercourse of to-day. We shall also be required t augment the strength of | our navy in order to comply with the terms of the treaty, under which we guarantee the defense of the canal against enemies At present our pavy Could not defend anything against anybody. But the signs of the times point to reform in this re- spect, Whether We have a Nicaragua colony to pro- tect or not. Another objection to the treaty which will be urged ts that tt commits the government either Girectly, or as a guarantor, to the construction of ® canal at a cost estimated any where from forty to one hundred millions As an abstract principle, Such Outlays of the public funds are inconsistent With our constitution, but as a matter of fact, the government has repeatedly come to the assistance Of private enterprise on behalf of projects of na- tonal magnitude and political significance. The subsidised Pactfle raflroads are ready illustrations; and It may be added that the history of these roads in thelr relation to the government shows the dan- gers which lurk in a liberal policy, and suggests caution in entering on new concessions in the future. It 1s very doubtful if an interoceante canal, either at Panama or by the Nicaragua route, would ever pay. Certainly there cannot be business enough for both, so that the considerations which Mnust influence the Senate in ratifying the treaty must be political rather than commercial. — ee ‘The revenue reform wing of the democracy view With undisguised alarm, Mr. Randall’s tour tn the fouth, which they take to be a missionary journey on Eis part tostrengthen protective beltefs among southern democrats, and, inctdentally, to thereby Promote his own political aspirations. The Court- er-Journal of yesterday came out in a bitter at- tack on Mr. Randall by Mr. Watterson, in which the editor says it is well understood that Mr. Ran- Gail's trip to Kentucky, Tennessee and Alabama “is @ declaration of war upon the revenue reformers of the states in question.” Senator Brown, of Georgia, is charged with the general management of the scheme, which fs to result in a “rebuke” to Beck, Blackburn, Carlisle, Wills, Isham @. Harris and en of their way of thinking. It is claimed, and not without reason, that this tour of Mr. Randall is the opening of the next Speakership canvass. It 1s gene understood hat Mr. Randall will not go into the cabinet, but ‘that he will be a candidate < ership, opposing Mr. Carlisle as before, not on per- Sonal grounds, but.as the represen tative of diiTerent tariff principles. In the former contest Mr. Ran- dall was disappointed 1m his southern support, Which failed him toa notable degree when It came ‘to votes in caucus.
