What the Southern Democrats Want— The Attorney General and Postmaster General—The Reason Why. Public interest in Washington at present 1s cen- tered upon the pending official count in New York, and therefore Cabinet speculations are not so much indulged in. The subject, however, continues to Tecelve some attention. The names most persist- ently mentioned are those already given in ‘TuR Star, Nobody seems vo question the assump- tion that Gen. McClellan will enter Cleveland’s Cabinet. A Star reporter has ascertained upon good authority that Senator Bayard prefers to re- Main tn the national legislature. It is understood that he thinks he can be of more service to his Party in the Senate, ally as that ody will be Controlled by the republicans, ‘the prevating tia. Pression noW 1s that Senator Garland, of Arkansas, will be the Attorney General. While, of course, Gov. Cleveland has the deciding voice, it 1s pre- ‘sumed that he will be influenced by the expressed ‘Wishes of his party leaders, WHAT THE SOLID SOUTH NEEDS. There appears to be almost unanimity of feeling among southern democrats as to the two positions thelr section will ask for. They all agree that the Attorney General and Postmaster General can be ofmore value to thelr section of country than any other places the President could bestow. ‘They Say that te appoint-es generally of the republican party. under the Department of Justice, have run elf Offices for what they could make,‘and that through this ment southern people have een, Yery Much oppressed. tis asserted that United States marshals hav” trumped up cases on filmsy evidence and have dragged men under ar- Test, inany miles, In order to increase their fees. A prominent southérn democrat, an ex-Senator, put ‘the case thus to a Star reporter: “We need a man at the head of the Departinent of Justice who un- derstands our section of country and our people; ‘aman who will correct all the abuses that have existed under that department, but who at the same time will enforce the laws Now Southern man as Attorney General, knowing our people, Would select men of honor, firmness and ability'for attorneys and marshals, etc., who would enforce the laws firmly, but with iotegrity and Justice. The south needs the Attorney General and we ought to have the Postmaster General. ‘The post offices throughout the south, as a rule, are filled with Incompetent men, in many cases ignorant negroes, selected upon the recommends- ton of reckless ‘party leaders. While there has Deen some improvement in the service of the south during the last several years, it ts still inferlor to the service of the north. We need a man at the head of the department whose intimate knowledge of the south will enable nim to select food men for postmasters, and indeed for all Tanches of the postal service. The south ought to be satistied with these two places, andl have no idea that more will be asked.” ‘The remarks of this ex-Senator have heen given because they express the sentiment that seems to plainly prevall among the democrats of his section. WHAT THBY DO NoT EXPECT. Southern democrats say they do not care for the State department, and think that should be fled by @ northern man. They also agree that the ‘Treasury department should be controlled by the north. ‘They say it woutd be so palpably foolish for the south to ask for elther the War or Navy de- Partment that nobody of that section would be fullty of such a thing, and they admit that the usiness of the Interior department 1s of more con- Sequence to the north than the south, and that that department should have a northern head, MR. RANDALL'S CHANCES. In the estimation of Cabinet builders Mr. Ran- dall’s chances have diminished, as the republican majority in Pennsylvania increased. On the other | Rand, prominent democrats, who insist that, Mr. Randall should go in the Cabinet, maintain that Gov. Cleveland will not pass over so competent a Iran because his state went for Blaine Dy 6000 majority. By some of Mr. Randall's triends it Is sald that he does not want a Cabmet in. ‘These gentlemen intimate that Mr. Randall may make another effort to get the Speaker's chair. “He has saved the party,” said one, earnestly, “and democrats everywhere recognize it. If Randall,” he continued, “hadn’t killed the Morrison bill, and shaped the platform for protection at Chicago, Cleveland would have lost every northern state. Democratic members of Congress, who voted for Carlisle, have admitted this tome. If Carlisle's Policy had been adopted we would bave been beaten again, and that wouid have disrupted the party. Randall stands at the head of bis party, and ought; to have the Speakership if he wants It.” Accounting for Biaine’s Defeat. MR. MIKE CREGAN CHARGES IT TO THE NATIONAL REPUBLICAN COMMITTEE—“TEE BIGGEST CAUMPS” ‘HE EVER SAW. ‘Mr. Mike Cregan, one of the noted republican leaders of New York city, came over to Washing- ton Wednesday night, it 1s supposed on some po- Uitical mission. He 1s one of ‘the “machine bosses” of New York, and is known to fame as a trusted Ueutenant of Mr. Johnny O’Brien, and a friend and ally of Mr, Barney Bigiin. Talking to an old New York friend in this city Mr. Cregan said: “ot course we're beat. All the boys knew that last | Week. T gave up €8.700 I had on Blaine, and Johnny O’Brien has paid over to the winners $6,400 he had up in bes.” -Mr.Cregan charged the republican defeat to the national committee. of Chairman Jones, 8. B. Elkins and others who con- trolled the national republican committee, he said: ‘hey're the biggest chumps I ever saw in politics. The boys all know that. Why, we lost New York because they wouldn't give us the ‘sugar’ to carry At with. ‘They only gave us $8,000, when we ought tohave had ‘at least $150,000." ‘Mr. Cregan was completely disgusted, and said the continued claim Of Blaine’s election, in the face of the returns, was, more foolish work On the part of the “chumps” of the national committee, ‘The Count in New York.
