4 THE EVENING STAR. WASHINGTON: ening Star has « regular, permanent prea daily circulation mere tha» trevie that of any other daily paper published im ‘Washington, and equal to that of all the ether daily papers here added together. — zt ‘Next week will be devoted to the offictal determt- ation of the vote of New York state. Generally this ts a mere formality, but in the present case the gmail plurality of Gov. Cleveland and the import- ant consequences that might flow froma slight xror in the returns give the work of the county and state boards of canvassers a universal interest. Both ‘tes have taken all necessary steps to pro- tect their interests, and we may expect that out of this keen supervision the real facts of the election will come forth so clearly as to stop all talk of fraud. It will be possible for the republicans, if so dis- Posed, to keep the final declaration of the vote of New York state in suspense for sometime. The county boards meet next Tuesday to ascertain the true vote as certified by the local canvassers, and as It rarely happens that any serious disputes arise affecting the integrity of the count, the ‘state board, ‘which meets on Wednesday, the nineteenth, simply audits the returns and sends them te:thesberetary Of state, Who proceeds to issue the gertificat ; election. This is the course of events where it putes arise, but the proceedings can Ve delayed, each step if the contestant choosé¥ to fightstorthe: Ditterend. He can in that case challenge the re- turns before the county boards and keep the argu, ment open there until five days after the date set for the meeting of the state beard, when, if the county returns have not been made, the state can- aust take up the unsettled controversies on them themselves. Here, then, is a chance for a renewal of disputes which can be pro- Jonged until the second Wednesday in February, the day set for the oral ce to meet In the hall of the House of Kepresentatives to ballot for Prestient and Vice President. And that troubles an arise even after that body begins Its sessions the events of 1876 furnish an unpleasant reminder. a ‘The alm versal opinion of prominent demo- rats, who have expressed themselves on the sub- Ject. is that Governor Cleveland, as President of the United States, will pursue a moderate and con- servative policy in regard to removals trom office. He has on every proper occasion avowed his sin- cere belief in real practical reform, and his record as governor has been consistent with his utter- ances. He has refused to make publle office a Yeward for partisin service, and on this ground Droke with a powerful faction of his party. Itis Ro secret that Gov. Cleveland has declared that if elected President he would faithfully adhere to and rizidiy enforce the alvil service law. Under that removals from any of the classes of post- tons embraced in the act, for the sake of making ces for partisans, 1s scarcely practicable. The head of adepartment might make removals, tus he could have no assurance asto who Would fill nies, ashe would be restricted to names Supplies by the civil service commission. Public sentiment is so ptainly In favor of civil service re- form, it has so emphatically condemned the de- basement of public office to partisan uses, that & party just entering upon a new lease of power would, perhaps, a8 a matter of policy conform to hat sentiment. It {s belfeved that Gov. Cleve- dand fs in full sympathy with this sentiment. In ‘View of the record and declarations of Gov. Cleve- Jand, and of the opinions expressed by leading members of his party, some of whom will, no doubt, have influence tn the admiuistration there does not appear to be Just ground for apxiety on the part of faithful and efficient government clerks. ‘There 1s no reisou to believe that the civil service Jaw will not be honestly adhered to. Its protect- ing power would extend a great way even in the face of an administration disposed to disregard it, and so far as cun be determined no such disposition Will mark the incoming aamtuistration, —_—_<es—______ Now that the presidential campaign ts over, it must be presumed that the proprietors and con- ductors of a goot many prominent journals will be heartily ashamed of the discreditable course they have borne during the canvass. This observation applies equally to the papers of both the leading Polttiex! parties, and with espectal force to the il- lustrated press of the country, as weil as to the daily journals which have undertaken the business of printing political cartoons or caricatures.
