The books changed were the 4th and Sth Franklin Readers, new edl- tions being Introduced for the old ones. Besides this new music readers were intro- duced, ,and threo new, ooks were introduced, in the High sel e proposed change, tt claimed, was not pottsed as ts customary, or acted upon by the tm publle_meeting. "The first notice of the change given was when the pupils last month received the lists of books they Were required to provide themselves with. What the Records Show. AREPORT MADE BY DETECTIVE BLOCK TO THE DIS TRICT COMMISSIONERS. Detective Block, Who was assigned to investigate the allegations made concerning the changing of text books and matters relative thereto, made the following report to Major Dye: ‘The report begins by quoting the by-laws of the ‘school board as approved November 27, 1882, requir ing the committee on teachers, text OOKS, &¢,. 10 make report of proposed changes annually, 1 the month of June, and providing tuat no books shalt be changed unless by a vote of two-thirds of the whole board. The report then states: “About the end of July Mr. Shillington, pook- seller. corner 4¥ street and Pennsylvania avenue, called at the once of the superintendent of public schools to inquire if any change in the School books was contemplated, and was informed by Mr. Rheem, secretary to Mr. Wilson, the superinten- dent, Who was then absent on a’vacation, that no change would be made in the text books. ‘Later tn the season Mr. Shillington, through a rumor that there Would be a change of text books, called again upon Mr. Rheem, and was answered that he (Rheem) had just recelved a postal card from the superintendent, dated from the summer resort where Mr. Ballantyne and Mr. Wilson were sumn- mering, announcing the change of two readers and one muste-book. But for the Interest taken by Mr. Shillington, no bookseller except. Mr, Ballantyne would have been able to supply the children witt ‘Une new books; as it was, the supply was not equal to the demand, causing a great deal of annoyance to the parents and children, and was the subject of numerous complaints. Mr. Ballantyne calied upon Mr. Shillington and other booksellers, asi them to advance the price of the ‘school books ten per cent over the prices now ak. This was declined by the dealers. (he blank-book called “The Spencerian Sampler,” for which nine cents is changed by (ne publishers, could be bought for three ceats were it not for the cover, which is copyrighted. ‘The spelilng exercise hook, alse blank, and copyrighted "by Mr. Ballane tyne, could be furnished for four cents, while more than'double the amount is belng charged tor the vileged one, having been adopted by the school bard. Complaint Is made by one of the su principals that a so-called roll-book furnished tus year is much inferior in size, quality and make- up Wo the one formerly used, although the same price ts charged. All the” teachers complain (at the ink furnished this year becomes Uhick and mouldy in twenty-four hours. Mr. Wilson claims that the books that have been changed could not be considered as new books, be- caus the same author publishes them. The fact 4s that the old books are no more Uke the new ones than the Patent Office report fs like the Post Ofice Teport. ‘There Is nothing upon the minutes of the board of trustees of the ‘public schools Indicating that that body ever took any action upon we change of tie books.” ENDORSEMENTS ON DRTECTIVE BLOCK’S REPORT. ‘The above report was referred by Major Dye to the Commissioners on October and by the Commissioners forwarded to “Mr. B. TL. Warner, president of the board trustees, for his information and such report as he may tulnk 15 required.” It was endorsed by the Commissioners’ as follows: “AS books tO accrtain extent come within expenditures for ‘supplies,’ and changes in thein Involve an in- creased Outlay from that fund, the Commis. sloners would be glad to _know whether changes have been made in accordance with law and the paruculars of the same.” Upon this report appears also the following endorsement, under date of Oc- tober 7, 18st: “File these papers—the question asked by tne Commissioners remains unanswered. RIEEM. ‘With the report is filed a letter from Mr. Rheem to Mr. Warner, dated October 11, In which Mr. Rheem says: “The statement made by Mr. Block in reference to the’ conversations between Mr. Shil- lington and myself Is an inaccurate and Tepresentation of the facta.
