Bowen, the committee appointed at the meeting of the workingmen held Tuesday night for the purpose of protesting agatnst the importation of foreign labor into the the District Commissioners: “In accordance with in- Structions from a meeting of the workingmen of the District, we submit the following for your con- sideration: We have ascertained that contractors on the Boundary sewer and the aqueduct have imported into the District a large number of oor foreign laborers, and that they have establish: camps, opened ‘supply stores and made other arrangements Indicating an intention to extend and permanently estabiish the system of employ- ing alien paupers on the public works. This cliy has already hundreds of ixborers out of work. Every importation of alten laborers increases the number of our idle apd indigent citizens. These displaced men and their farniltes will fall wholly upon the tax-payers and the benevolent for their support. ‘The loss to our merchants will be great through the displacement of our laborers and the competition of the contractors’ stores. We shail nave among us a cheap, ser- vile, dangerous class of foreigners. ‘The fucrease of crime and disorder which accompany enforced idleness and poverty will necessitate extra police expenses. Other evils of imported alten labor have been so widely and sorely felt in other parts of the country that we need not enumerate them here for your enlightenment. The entire advantage to be offset against these evils, according to the contractors’ statement, 18 the difference between $1.25 and 1.12% per day for each foreigner. It may, however, be admitted that the pecuniary gain is much more, Yet {t 1s prob- able that this gain enures wholly to the contractors xpayera.
