THE TOTOMACS FOULED NEAR THE FINISH BY THE ELIZABETHS—OTUER RACES ROWED IN THE RAIN. ‘The four-oared shell race between the Columbias, Potomac, of Washington, and Elizabeths, of Norfolk, yesterday, was the attraction that induced about a hundred of the members of the two local clubs to go down the river Thursday night on the George Leary to spend the Fourth in Norfolk. Early yes- terday afternoon a large crowd collected at tue finish of the course. The first race, two miles, which was called at halt-past two o'clock, was between four-oared gig crews of longshoremen and sailors, the latter from the U. 8. S. Franklin. The greater part of the race was rowed ina thunder shower. The longshoremen forged ahead in the first haif mile, and gradually Increased the lead, crossing te line winners by a dozen lengths.
